Job Title: Systems Analyst 3

Location(s): Austin, TX


Overview
A Texas state government agency is seeking a senior Systems Analyst 3 to support a statewide ERP program that includes HR/Payroll, Financials, recruiting functionality, reporting systems, and related ancillary applications. The role focuses on technical oversight, production support, accessibility compliance, service management, vendor coordination, system development lifecycle governance, and enterprise application support.

Key Responsibilities

  • Provide senior-level consulting and technical support for statewide ERP systems.
  • Oversee requirements, development, testing, and deployment activities performed by managed services vendors.
  • Ensure compliance with SDLC standards, coding standards, and established procedures.
  • Review technical designs, specifications, integrations, and system architecture.
  • Analyze business processes and evaluate ERP solution fit.
  • Review developed code and validate migrations before deployment.
  • Manage and track accessibility compliance activities, including WCAG 2.1 reviews, remediation efforts, and waiver management.
  • Perform Level 2 Service Desk support, troubleshooting complex production issues and coordinating with Level 3 managed services teams.
  • Support disaster recovery testing, upgrade testing, and production deployments.
  • Maintain customer support tickets and provide technical resolution for interfaces, connectivity, file transfers, batch failures, and related issues.
  • Participate in annual audit and compliance activities, including SOC-1 controls.
  • Support IT security planning, implementation, and maintenance activities.
  • Apply ITIL-based IT Service Management (ITSM) and IT Asset Management (ITAM) practices.

Required Skills & Experience

  • 10+ years supporting Texas state government agencies.
  • 10+ years supporting enterprise application systems in a technical capacity.
  • 10+ years of strategic planning, roadmap development, and stakeholder communication.
  • 10+ years presenting to executive leadership.
  • 10+ years of technical project management experience supporting statewide ERP programs.
  • 10+ years interpreting contracts and managing vendor compliance.
  • 10+ years of experience with:
    • Data integration
    • Data quality management
    • SDLC methodologies
  • 10+ years of technical experience with:
    • PeopleSoft FSCM or HCM 9.2
    • PeopleTools
    • PeopleCode
    • Application Designer
    • SQL
    • PS Query
    • SQR
    • Application Engine
    • Oracle Database 11g or higher
  • 10+ years supporting statewide ERP production and deployment activities serving 100+ agencies and multiple hub environments.
  • 8+ years of IT Service Desk and ITIL experience.

Preferred Skills

  • Software and hardware asset management best practices.
  • Legacy statewide financial system production support.
  • Development of technical specifications for IT procurements.

The ideal candidate is a highly experienced Texas public-sector ERP professional with deep PeopleSoft expertise, strong vendor management capabilities, extensive production support experience, and a proven track record supporting large-scale statewide financial and HR systems.
