Position Overview

DataSoft Technologies is seeking an experienced Systems Software Programmer Project Lead to support the South Carolina Department of Revenue (CLIENT) in a highly secure, complex technology environment.

The successful candidate will serve as a senior technical resource supporting the design, development, implementation, maintenance, and optimization of enterprise applications and technology solutions. This role has a strong focus on Power BI and OnBase, while also requiring substantial experience with software development, SQL/SSIS, web technologies, Agile methodologies, and the full software development lifecycle.

The ideal candidate will bring extensive State Government technology experience, strong hands-on development capabilities, excellent communication skills, and the ability to work effectively with business users, technical teams, vendors, and IT leadership.

About the Project

CLIENT has implemented Power BI as its primary toolset for reports, dashboards, and analytics and has implemented OnBase to support paperless business processes.

The selected contractor will support the continued implementation, development, maintenance, and optimization of these platforms and related applications.

The role will contribute to:

• Power BI reports, dashboards, analytics, and data solutions.

• OnBase content types, workflows, templates, and paperless processes.

• Application development and enhancement.

• Data transformations and integrations.

• System configuration and testing.

• Application deployments and migrations across Dev, QA, and Production environments.

• Technical documentation and system specifications.

• Secure development and deployment practices.

• Application performance, reliability, and architecture.

• Business and technical process improvements.

The position operates within a highly secure technology environment where protecting taxpayer information and following established security and development standards are critical priorities.

Key Responsibilities

Software Development & Application Engineering

• Participate in the implementation and enhancement of Power BI and OnBase solutions.

• Design, define, develop, and maintain Power BI and OnBase content types, models, workflows, templates, reports, dashboards, analytics, data transformations, and related components.

• Analyze existing programs and develop logic for new systems and applications.

• Design application and system logic, prepare flowcharts, perform coding, and test/debug programs.

• Develop solutions that meet documented business and technical requirements.

• Configure system settings and options based on application and business needs.

• Prepare and maintain system and programming documentation.

• Develop technical specifications and supporting documentation for applications and systems.

Power BI & Data Analytics

• Develop and support Power BI reports, dashboards, and analytical solutions.

• Work with data models, transformations, and reporting requirements.

• Support the development of cost-effective solutions that meet user requirements.

• Collaborate with business and technical stakeholders to understand reporting and analytics needs.

• Assist with troubleshooting, enhancements, and optimization of Power BI solutions.

OnBase & Enterprise Content Management

• Support the implementation and development of OnBase solutions.

• Design and configure OnBase content types, workflows, templates, permissions, and related components.

• Support paperless business processes and enterprise document management initiatives.

• Work with business stakeholders to understand workflow and content-management requirements.

• Assist with application enhancements, troubleshooting, and process improvements.

Testing, Deployment & Production Support

• Plan and execute unit, integration, and user acceptance testing.

• Support application deployment across Development, QA, and Production environments.

• Assist with application and system migrations.

• Follow secure web programming and deployment best practices.

• Adhere to internal standards for coding, unit-test coverage, automation, and continuous integration.

• Troubleshoot application, data, backup, and recovery-related issues.

• Develop workaround solutions when appropriate.

• Perform software and equipment upgrades.

• Support application performance, reliability, architecture, and content delivery.

Technical Leadership & Collaboration

• Work effectively with IT professionals ranging from peers through Director-level leadership.

• Collaborate with application teams, vendors, business users, and technical stakeholders.

• Provide feedback regarding product issues, enhancements, functionality, and new features.

• Mentor junior developers and contribute to the development of application teams.

• Help establish and maintain effective development and operational practices.

• Proactively identify and recommend process and technology improvements.

• Maintain awareness of current computer, network, application, and technology products.

• Promote information security best practices throughout the organization.

Service & Operational Support

• Prioritize and manage multiple issues and activities concurrently.

• Respond to customer tickets and maintain accurate Helpdesk information.

• Provide timely status updates to stakeholders and appropriate team members.

• Troubleshoot backup configuration and recovery-related issues.

• Manage issues through established service levels.

• Maintain strong customer-service relationships with business users and clients.

• Perform additional technical duties and special projects as assigned.

Required Qualifications

Candidates must have the following:

Professional Experience

• 10+ years of software development experience across the full Software Development Life Cycle (SDLC).

• 10+ years of State Government technology experience.

• 5+ years of hands-on Power BI experience.

• 5+ years of hands-on OnBase experience.

• 5+ years of experience with HTML, jQuery, JavaScript, and VB development, design, and coding.

• 5+ years of experience with Agile methodologies.

• 5+ years of strong SQL and SSIS experience.

Technical & Professional Skills

• Strong software development, application design, and implementation experience.

• Strong business-analysis skills combined with technical architecture and implementation experience.

• Ability to analyze existing systems and develop effective technical solutions.

• Strong troubleshooting and problem-solving skills.

• Ability to work across development, QA, and production environments.

• Strong understanding of secure application development and deployment practices.

• Strong organizational, multitasking, and time-management skills.

• Ability to learn new applications and technologies quickly.

• Experience with Microsoft technologies and/or Power Platform.

• Experience supporting complex government technology environments.

• Experience working with highly secure or regulated environments.

• Experience leading application teams or technical workstreams.

Education

Required:

• Bachelor's degree in Information Technology, Computer Science, or a related field, plus four years of experience in information technology systems or a related area.

Preferred:

• Industry certifications in areas such as:

On-Call Requirement

The contractor will participate in a shared 24/7 on-call rotation with the team to support the stability and integrity of data and server services.

• Nationwide criminal history check covering Federal, State, and County records for locations where the individual has resided during the previous seven years.

• Credit history check.

• South Carolina tax history verification.

Contractors must be current on applicable South Carolina tax filings and payments.

Interview Process

The client anticipates one to three interviews, conducted by phone and/or video. Local candidates may be interviewed in person.
