It is intended to set a common understanding on training requirements between the CFTE personnel and the *** (BPA) managers/supervisors. BPA Requesting Managers should complete this form and coordinate with BPA Supplemental Labor Office during the procurement process to ensure the CFTE position includes a list of required trainings associated with identified tasks, conditions, and exposures. Each task, condition, and exposure indicate which training courses are required, who shall provide those trainings, and when those trainings shall occur.

For the General Comments section, BPA Requesting Managers can list anything that was not already covered and provide clarification to the BPA COR to better understand the CFTE position. It may include tasks, conditions, and/or exposures that are unique to a particular position, work site, or person.

OVERVIEW

Assignment

This contract assignment is located within the BPA Information Technology Operational Technology Organization (J-OT), Application Services (JD), Critical Business Systems Application Support and Development (JDP). As System Administrator 3, the ideal candidate will develop and interpret agency-wide IT policies, provide expert technical guidance to management, and support mission-critical applications to ensure 24x7 availability. The position will require collaboration with internal and external Subject Matter Experts (SMEs) specializing in software development, quality assurance, etc. to verify application readiness for production. The ideal candidate must be highly organized, eager to adopt new technologies, and capable of managing multiple high-priority projects simultaneously.

Organization

The Critical Business Systems (CBS) Operations and Development organization provides 24x7 operations, monitoring, support and troubleshooting of Bonneville s identified CBS portfolio, and the design, development, and enhancement of Critical Business Systems. This requires a sound, fundamental understanding of Power and Transmission business to provide customer focused system support. The organization is composed of multi-disciplined personnel to concentrate capabilities and improve service responsiveness. Additionally, the organization provides direction and leadership in the planning, development, and enhancement of Critical Business Systems and work processes

ASSIGNMENT RESPONSIBILITIES

Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.

With BPA Manager/Team Lead Oversight and Approval:

Analyze, test, and apply changes to the application environment under the prevailing change management procedures and requirements.

Analyze data, identify quality assurance/quality control issues and report any failures of maintenance trends, including issues that may have origins in upstream systems.

Analyze and propose technical designs that satisfy functional and non-functional requirements which also optimize the long- term maintainability of the system.

Assist with gathering and transforming information/data for prototyping automation efforts.

Break down technical work into tasks and provide reasonable time estimates for completion.

Collaborate with project managers, business analysts, software developers, QA testers, and users throughout the System Life Cycle (SLC).

Communicate status of project development work to project team, users, information system owners and others.

Communicate with internal stakeholders in small and large settings about new initiatives and improvements.

Confer with system users about how to solve existing system problems.

Create and maintain technical records, such as network charts, system specifications, and standard operating procedures (SOPs).

Diagnose and resolve complex technical problems, system downtime, and hardware errors promptly.

Evaluate systems, identify potential issues by analyzing performance data and trends, and anticipate new requirements.

Explain complex technical concepts and processes to both technical and non-technical audience to foster understanding.

Identify and escalate technical bottlenecks and impediments.

Identify or resolve problems in applications at all system tiers (Application, Server, Database, and Network).

Interpret design requirements and assist in technical design on related projects.

Install, configure, maintain, and troubleshoot any issues impacting all applications supported within CBS.

Lead complex system migrations, upgrades, and other IT initiatives, as assigned.

Learn new technologies and stay updated with industry trends at a high pace.

Leverage subject matter expertise to support all applications using scripting languages like PowerShell for automation and efficient task management.

Maintain all security requirements for all systems and applications supported by CBS, examples include access controls, backups, firewalls, security audits, and preventing breaches.

Mentor and assist other team members and provide infrequent technical training to peers.

Monitor system performance to determine whether adjustments need to be made, and to determine where changes will need to be made in the future.

Participate in group improvement efforts and initiatives, which may include providing technical input and recommendations; and drafting processes, procedures, standards, guidelines and other organizational documentation, such as Continuity of Operations Plans (COOP), Change Management policies, etc.

Plan, coordinate, and implement system security measures to protect data, software, and hardware.

Practice time management and support multiple projects and deadlines based on mission priorities, availability and management direction.

Provide technical assistance to end-users and effectively resolve their issues.

Provide emergency on-call and backup support for existing systems and functions.

Note: The location for on-call and backup support may be at BPA facilities or off-site.

Quickly adapt to new technologies and challenges.

Share expert knowledge in Windows along with experience supporting other operating systems like Linux, RedHat, and other enterprise systems.

Support applications that are hosted within a diverse hardware set, which include servers, storage arrays, virtual and physical tape libraries, and install and maintain new software as the mission demands.

Support Federal Information Security Management Act (FISMA) standards and North American Electric Reliability Corporation critical infrastructure protection (NERC-CIP) compliance when performing assigned work.

Work collaboratively with users and technical staff to design streamlined user interfaces.

Work effectively with cross-functional teams, including developers, QA, and business stakeholders, to ensure seamless deployment and functionality.

Work with teams to ensure applications are communicating appropriately with databases providing management and maintenance as required, especially for systems involving Microsoft.

Work with team to ensure network standards (TCP/IP, VLANs, Ethernet), network administration, and network security (firewalls, load balancers, intrusion detection systems) are understood and supported effectively.

REQUIREMENTS

Education & Corresponding Experience (required on matrix)

Bachelor s degree in computer science, Information Technology, Business Systems, Engineering or a directly related field is preferred.

6 years of experience is required with an applicable bachelor s degree.

10 years of experience is required without an applicable bachelor s degree.

Experience should include demonstrated work experience supporting and maintaining operational software applications in Computer Science/Information Technology and transforming data for automation efforts.

Required Technical Skills & Experience (required on matrix)

7 years of the following experience:

Experience in Database queries and stored procedures

Experience in Scripting to automate tasks with PowerShell

Experience in various operating systems like Windows, Linux, RedHat, and specific enterprise systems is crucial. This includes installation, configuration, maintenance, and troubleshooting.

Attendance at all conferences, workshops, training, etc. must be pre-approved by SLMO. Requests will be reviewed on a case-by-case basis. Approval is subject to the most current guidance provided to SLMO by BPA or DOE and is subject to change at any time. SLMO reserves the right to negotiate attendance on billable/non-billable hours and reimbursement of travel costs with the supplier. CFTE may assist with HR functions per established procedures, processes and guidelines (e.g., timekeeping).

All work products must be reviewed and finalized by appropriate federal employees.

Policy Development

BPA s process for Policy development includes multiple levels of federal review prior to acceptance / adoption.

Interpretation of Policy/Regulations

Only BPA federal employees may determine the applicability and interpretation of regulations.

CFTE are not permitted to interpret regulations for or on behalf of BPA. Regulations are interpreted by federal personnel and communicated via standards, guides, policies and processes.

Representing BPA

Contract workers are required to identify themselves and their employer in signature blocks, in introductions and have a nameplate outside their cubicle.

CFTE must receive written VP approval to represent BPA at outside events, such as workshops, seminars or conferences.
