    The Sworn Senior Manager oversees Community Justice Managers, programs and contracts and provides overarching leadership for the Adult Services Division. In this highly collaborative role, you will navigate complex problem-solving, budgets, contract accountability and personnel management. Your network of partnerships will include state and local courts, community providers, law enforcement, prosecutors, defense, the Oregon Department of Corrections, labor representatives, and the Oregon Association of Community Corrections Directors (OACCD).

    As a vital member of the department's Senior Leadership Team, the Sworn Senior Manager leads the Division as part of the Senior Management Team. Together this team drives fiscal health, strategic priorities, provides budgetary oversight, implements agency-wide policies, priorities, and initiatives as well as creation of organizational culture. This role coordinates across senior management to optimize resource sharing and lead cross-functional projects. Additionally, you will provide leadership and direction to personnel and management that provide a comprehensive continuum of services for adults on supervision.

    Key Responsibilities include:

    • Direct and Manage Program Initiatives - Ensure effective and responsible service delivery and accountability to established benchmarks of the Department of Community Justice.
    • Principal Management Adviser - Serve on the department level management team as a principal adviser in the area of assignment; participate in major program planning, review and budgeting activities for the department. Provide direct fiscal oversight to assigned contracts and budgets.
    • Cross Functional Consultation and Relationship Management - Provide leadership facilitation, consensus building and collaboration on a broad range of issues with criminal justice partners, union members, clients, citizen groups, subordinates, peers, and executive management.
    • Personnel Management - Plan and assign work and duties based on job need and staff capabilities and available resources; oversee work through periodic reviews and/or evaluations; determine training needs and arrange for training; motivate effective work environment and outcomes; determine the need for disciplinary action and initiate or approve disciplinary action, when warranted.
    • Policy & Program Development - Participate on boards, committees and task forces at local, state and national levels to assist in development of policies and programs; participate in community forums, public hearings and media interviews to discuss and inform about division and department program projects and priorities; provide leadership, develop and cultivate good community relationships; identify, monitor and resolve community concerns.

    The Department of Community Justice is looking for experienced managers who can demonstrate expertise in the following areas:

    • Leadership and Direction: You provide clear communication and direction of the Department's mission, vision and Division priorities. You lead change in community corrections through collaboration of multiple interest holders including the public, justice involved individuals, community groups, employees and other agencies using evidence based practices. You bring your leadership, operational oversight and experience to the daily operations and administrative functions to the division. You navigate conflict, provide and receive feedback and coach others to do the same.
    • Networking and Collaboration: You serve on the department's Senior Management Team, participating and leading department-wide budgeting and operational decision-making that impacts the entire department. You represent DCJ and the County to the public, criminal justice professionals, and interest holders. Through collaborative networking, you identify and implement evidence-based practices to enhance accountability, public safety, and service delivery. You also build partnerships with community and treatment agencies that improve outcomes for adults and youth under DCJ supervision
    • Quality Assurance, Analysis of Performance Data, Realignment, and Budget Adjustments: You maintain oversight of evidence based practices, state-wide outcome measures and department priorities to ensure that the department is deepening efforts in researched based practices. You will review outcome data and benchmarks through a review of management reports, research and evaluation data, results audits, performance appraisals and meetings with managers. You monitor and participate in the development and administration of the division budget, including forecasting of resources needed, expenditures, and recommend mid-year or other adjustments.

    Serving the Public, Even During Disasters

    Everyday, Multnomah County staff work together to serve as a safety net for our communities. During a disaster, this safety net becomes even more critical. All County employees have a role in serving the public during inclement weather, natural disaster, or other types of community emergency response. During these emergency responses, while typically there begins with a call for volunteers, county employees may ultimately be reassigned from their current position to a role in the emergency response in order to support the critical needs presented by our communities.     Minimum  Qualifications/Transferable Skills*:

    • Bachelor's Degree or equivalent experience, in the field of criminal justice, social services, or a related field. (Note: possession of a Masters' degree in criminal justice, social services, or a related field will substitute for one (1) year of experience.)

    • Six years experience of progressive responsibility in program leadership, staff supervision, or lead work in the criminal justice and/or corrections field working with adults and/or juveniles.

    • Required to be a certified sworn officer or the ability to become a certified sworn officer within eighteen months of hire by the Department of Public Safety Standards and Training (DPSST):

    • Ability to travel to various offices/buildings throughout Multnomah County in a timely manner.

    • Must pass a thorough background investigation which includes, but is not limited to a review of applicant’s criminal, civil, driving, military, educational and employment history prior to employment.

    Preferred Qualifications/Transferable Skills*: You do not need to have the following preferred qualifications/transferable skills to qualify.     • Bachelor’s Degree in Criminal Justice

    • Current Oregon DPSST certified Parole and Probation Officer

    • Demonstrated significant fiscal responsibility in a complex organization managing budgets, which include multiple sources of funds

However, actual compensation will be determined in accordance with the Oregon Equal Pay Law and will take into account factors such as the candidate's relevant experience and education. Candidates should expect that initial offers will be made within the listed pay range and may not be at or near the top of the range.

    Telework: This position is NOT eligible for hybrid on-site/telework subject to the Multnomah County Telework Policy and based on the Department’s business needs. This position is considered Ad-hoc Telework.
