The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

The Disclosure Manager supervises a staff of technical and clerical employees performing disclosure duties and is responsible for assigning directing and reviewing the work of subordinates.

The incumbent plans schedules and coordinates work operations such as training and development of employees evaluating employees work performance and performs all other related administrative functions.

In this position the manager develops and adjusts fiscal year work plans and formulates workload forecasts for the overall activities of the field or campus office based on disclosure management directives evaluates administers and validates employee time attendance leave requests and approvals.

They ensure employee adherence to conduct standards counsel employees on conduct infractions and advise employees on resources available through employee assistance programs.

The incumbent plans develops and evaluates disclosure program objectives ensuring alignment with national disclosure policies and litigation risk mitigation strategies.

The incumbent provides expert level technical direction on highly sensitive complex andor evolving precedent-setting disclosure determinations involving multiple stakeholders overlapping statutory authorities and competing interests between transparency and taxpayer confidentiality.

SPECIALIZED EXPERIENCE IR-04

You must have one 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job.

To be qualified for this position your experience must include

Experience that demonstrates managementleadership experience such as applying management theories techniques methods principles and labor relations concepts to assure optimum utilization of personnel equipment and space and to accomplish program objectives through combined technical and administrative oversight.

Experience interpreting and applying the DisclosurePrivacy statutes of multiple state andor federal agencies to identify and solve complex problems and issues regarding a wide variety of tax non-tax and managerial functions.

Experience planning evaluating andor supervising the Disclosure Program and applying principles and practices of the protection access use and disclosure of Personally Identifiable Information PII and Federal Tax Information FTI programs.

Experience interpreting and applying the Freedom of Information Act FOIA Internal Revenue Code IRC §6103 confidentiality provisions the Privacy Act of 1974 and other federal disclosure statutes regulations and TreasuryIRS procedural guidance.

Experience that demonstrates an understanding of accounting computer security and program management is required.

The Bureau of the Fiscal Service was formed from the consolidation of the Financial Management Service and the Bureau of the Public Debt. Its mission is to promote the financial integrity and operational efficiency of the U.S. government through exceptional accounting, financing, collections, payments, and shared services. 
  
 
The Financial Crimes Enforcement Network (FinCEN)                                                                                                                                                      The Financial Crimes Enforcement Network (FinCEN) supports law enforcement investigative efforts and fosters interagency and global cooperation against domestic and international financial crimes. It also provides U.S. policy makers with strategic analyses of domestic and worldwide trends and patterns.

Inspector General  
The Inspector General conducts independent audits, investigations and reviews to help the Treasury Department accomplish its mission; improve its programs and operations; promote economy, efficiency and effectiveness; and prevent and detect fraud and abuse. 
 

Office of the Comptroller of the Currency (OCC) 
The Office of the Comptroller of the Currency (OCC) charters, regulates, and supervises national banks to ensure a safe, sound, and competitive banking system that supports the citizens, communities, and economy of the United States. 
 

Treasury Inspector General for Tax Administration (TIGTA)  
The Treasury Inspector General for Tax Administration (TIGTA) provides leadership and coordination and recommends policy for activities designed to promote economy, efficiency, and effectiveness in the administration of the internal revenue laws. TIGTA also recommends policies to prevent and detect fraud and abuse in the programs and operations of the IRS and related entities. 
 
  
U.S. Mint 
The U.S. Mint designs and manufactures domestic, bullion and foreign coins as well as commemorative medals and other numismatic items. The Mint also distributes U.S. coins to the Federal Reserve banks as well as maintains physical custody and protection of our nation's silver and gold assets.
