THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This position is located at the Construction and Facilities Management Office (CFMO) in Phoenix, Arizona. The primary purpose is to serve as the State ARNG Environmental Program Manager with responsibility for supervising and managing the state environmental program in conformance with Federal, state, and local rules and regulations. Serves as the focal point and technical expert to the Adjutant General; and provides advisory services to all units within the state regarding National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air Quality, Water Quality, Hazardous Waste Management and various other environmental programs. Ensures that applicable Federal, state, and local environmental standards, regulations and laws are maintained. Assures compliance with policies, regulations, and Federal, state, and local statutes. Supervises technician and/or state personnel engaged in a variety of work directly related to the state environmental program.

  • ARIZONA ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Army National Guard, in a military organization supported by the (CFMO).
  • This is an excepted service position that requires membership in a compatible military assignment in the employing states National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a trial period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver's license.
  • Incumbent with Program Management experience preferred.
  • Recruitment, Relocation, or Retention Incentive may be offered and is subject to availability of funds.

SPECIALIZED EXPERIENCE:

At least 1 year specialized experience equivalent to the next lower grade that provided experience, education or training demonstrating the knowledge of the principles, practices, and concepts of an environmental program sufficient to serve as the expert technical advisor on the various environmental programs. Experience demonstrating knowledge of environmental issues, problems and solutions regarding federal, state, rural and community environmental regulations. Experience in program planning or administration concerned with environmental protection or other activities related to environmental problems. Experience in an advisory or research capacity involving the creation of solutions to problems concerning environmental protection or other related activities. Experience using on-site investigation techniques, analysis of results and development of conclusions to insure conformance to environmental regulations.

Knowledge of environmental program principles and procedures applicable to a wide range of duties in program or functional areas, such as, solid and hazardous waste management, air and water quality management, pollution prevention and control, PCB management, underground storage tank management, installation restoration and remediation, environmental compliance and assessment, etc.

  2. Skill in applying environmental program knowledge to resolve complex problems involving diverse aspects of environmental protection (i.e., investigations, inspections, environmental oversight, etc.) where procedures require frequent modification or changes in the state ARNG program or requirements.

  3. Knowledge of environmental statutes, regulations, permitting requirements and precedent decisions governing environmental operations sufficient to use in planning, implementing and monitoring the state ARNG environmental programs and services.

  4. Ability to modify or adapt established environmental methods and procedures to solve problems; ability to evaluate, modify or adapt new methods to meet environmental requirements for specific state situations; and/or ability to revise standard methods to improve or extent environmental administration and/or management systems within the state.

  5. Ability to manage, administer, and/or coordinate a variety of state ARNG environmental issues sufficient to provide advisory services, program evaluation, environmental training, negotiation, and problem-solving as related to specific problems or environmental programs, projects or functions.

The Army, as one of the three military departments (Army, Navy and Air Force) reporting to the Department of Defense, is composed of two distinct and equally important components: the active component and the reserve components. The reserve components are the United States Army Reserve and the Army National Guard.

Regardless of component, the Army conducts both operational and institutional missions. The operational Army consists of numbered armies, corps, divisions, brigades, and battalions that conduct full spectrum operations around the world.
