Halifax Regional Municipality is inviting applications for the fulltime, permanent position of Supervisor, Tax Resource in Finance & Asset Management. Reporting to the Manager, Revenue Operations, the Supervisor, Tax Resource is responsible for the billing and monitoring of all HRM municipal property and non-property revenues. More specifically, the supervisor is responsible for the direction and supervision of all staff involved in tax resource activities and ensures the billings of residential, commercial, and resource taxes, Grants in Lieu, and Tax Agreement arrangements for over 165,000 customers.

DUTIES AND RESPONSIBILITIES:

  • Responsible for the effective supervision of the Taxation team including ensuring adequate coverage, evaluating individual performance, promoting diversity and a healthy workplace, respecting HRM human resources practices, promoting teamwork and individual development, and maintaining internal communications;
  • Responsible for planning, co-ordinating and managing the tax billing function in TRM;
  • Balances tax billing to budgeted tax revenues and area rates;
  • Oversees and ensures the accuracy of the annual assessment roll;
  • Ensures accuracy of accounting methods associated with TRM including review of manual journal entries, reconciliation of accounts to general ledger, and testing of changes to TRM affecting the general ledger;
  • Ensures staff compliance with respect to legislation (Halifax Charter, MGA, PILT Act, Bankruptcy Act) and provide interpretations for staff;
  • Maintains external professional working relationships with Property Valuation Services Corporation, and Provincial and Federal Government Departments;
  • Liaises with other sections of Finance as well as other business units on functions provided by this department, in support of the goals and objectives of the Revenue division;
  • Oversees the administration of the Affordable Access Tax Exemption program (Administrative Order 10);
  • Participates in the process of drafting RFP's and RFQ's and their subsequent evaluation;
  • Monitors and reports issues related to services and service delivery on a daily basis;
  • Responds to inquiries from staff, taxpayers and clients both internal and external using excellent oral and written communication methods;
  • Collaborates with Customer Contact Centres management on relevant issues;
  • Provides staff with advice and resolve issues regarding the application of procedures;
  • Provides sound judgment resolving difficult customer service issues that have escalated from staff using effective principles of dispute resolution;
  • Acts for the Manager, Revenue Operations as required; and
  • Develops and implements effective procedures related to the billing of taxes and any other property-related processes including appeals processing, Affordable Access Tax exemption, false alarms, marketing levy, etc.

QUALIFICATIONS:

Education & Experience:

  • Post-secondary degree in Business or Public Administration or related field;
  • Three years of broad financial management experience; and
  • Three years of supervisory experience.
  • An accounting designation, or working toward designation, is considered an asset.

Technical/Job Specific Knowledge and Abilities:

  • Demonstrated knowledge of computerized billing and accounts receivable systems;
  • Strong interpersonal and presentation skills;
  • Professional knowledge of the application of software, including Enterprise platforms, spreadsheets, and databases in accomplishing goals; and
  • Sound knowledge of municipal government accounting and reporting and generally accepted accounting principles.

An equivalent combination of education and experience may be considered. Applicants relying on education and experience equivalencies must clearly demonstrate such equivalencies in their application.

Graduation from HRM's Aspiring Leader's Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.

HOURS OF WORK: 8:30 am - 4:30 pm, Monday-Friday, 35 Hours per week. Flex options to work outside of these hours and hybrid may be available.

SALARY: $66,830 - $86,490. Salary will be determined based on relevant experience and qualifications related to the specified pay band and job. Placement above the midpoint of the pay band is typically reserved for candidates who significantly exceed the minimum qualifications, such as those with exceptional experience, specialized skills, or demonstrated achievements relevant to the role. This ensures fair and consistent compensation practices across the organization.

WORK LOCATION: 40 Alderney Drive, Dartmouth, NS.
