Job Summary

Under general direction of the Supervisor II, the Supervisor I serves as a first-line supervisor over the Compliance and Special Projects Unit (CSPU) within Human Resources (HR). In a customer service-oriented team environment, the incumbent plans, organizes, and directs the work of professional analytical staff responsible for departmental HR compliance, policy development, audit coordination, and special projects.

The Supervisor I ensures the consistent application and implementation of HR laws, rules, and departmental policies and procedures, and oversees the coordination and response to internal and external audits. The incumbent provides guidance to staff, manages workflow, and ensures assignments and audit-related deliverables are completed accurately and within established timeframes.

This position requires knowledge of personnel management principles, staff supervision, audit processes, and applicable HR laws, rules, and regulations. The Supervisor I works collaboratively with internal and external stakeholders, including control agencies and auditors, to support compliant and effective HR processes. The incumbent exercises sound judgment, communicates effectively, and maintains a professional and positive demeanor.

Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Conflict of Interest: This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

The Finance & Logistics Administration Directorate oversees sections managing Cal OES operations including budgeting, fiscal analysis, accounting, grants management, human resources, labor relations, staff recruitment, examinations, organization and professional development, disaster and internal logistics support. The Directorate is comprised of four sections: Administrative Services, Human Resources, Grants Management and Logistics.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.
