Summary: The Supervisor 1 - Utilities Line Locate is responsible for planning, coordinating, supervising, and performing utility line locating activities for the Dept. of Utilities (DU) water and wastewater systems. This position oversees all utility locate operations, utility infrastructure verification, and underground utility damage prevention activities while ensuring compliance with Louisiana One Call requirements and applicable state regulations. The Supervisor 1 - Utilities Line Locate also oversees the location of utility infrastructure to support the ongoing initiative to locate and map all DU owned and maintained systems including operating geodatabase field equipment and understanding and managing GIS mapping software interfaces to support the overall mapping initiative. The Supervisor 1 - Utilities Line Locate also works closely with Utilities Development to coordinate and oversee the inspections for all proposed new utility infrastructure.

The position provides leadership to line locating personnel while coordinating closely with Utility Engineering, Utility Operations, Parish GIS, Utility Compliance, contractors, developers, and other utility divisions.

• Supervise all utility locating activities for water and wastewater infrastructure
• Coordinate daily Louisiana One Call locate requests, assign locate tickets, and monitor completion timelines
• Review completed locate tickets for quality and accuracy
• Ensure compliance with all applicable utility locating laws and regulations
• Investigate utility damage incidents involving underground infrastructure
• Monitor contractor excavation activities when necessary
• Coordinate field verification of utility infrastructure to support GIS mapping initiatives
• Verify the location of existing utility assets using field locating equipment and GPS technology
• Document infrastructure deficiencies requiring maintenance or repair and initiate work orders for damaged, inaccessible, or non-functioning utility infrastructure
• Serve as DU's primary administrator for Louisiana One Call operations
• Coordinate responses to emergency locate requests
• Participate in sewer tie-in inspections and utility acceptance activities include performing regular inspections for utility infrastructure throughout the construction process
• Assist field crews with utility investigations
• Update 811 service areas for DU as new development infrastructure is accepted
• Work with Development personnel to maintain and update physical copies of infrastructure as built plans
• Provide training and support for all Line Locate maintenance specialists
• Coordinate with contractors for field inspections for all new water and sewer utility infrastructure during construction and installation of the infrastructure
• Perform field inspections for all new infrastructure ensuring that it's installed in conformance with DU standard drawings and details
• Scheduling and reporting employees' payroll time within the parish policy guideline
• Ensure that all required documentation is submitted and recorded
• Advise supervised employees of changes in policy
• Complete performance evaluations in a fair and equitable manner
• Meet and handle the public in a courteous professional manner and provide assistance within the guidelines established
• May be required to respond to after-hour calls or attend after hour meetings as requested by the Director
• May need to work additional hours as required during emergency situations and assign on-call personnel
• Regular, consistent attendance is required
• Any other duties as assigned

Competencies:

• Proven knowledge of water distribution and wastewater collection systems
• Thorough understanding of underground utility locating principles, methods, and technologies including Louisiana One Call laws, regulations, and utility damage prevention requirements
• Conceptual knowledge of GIS systems and practices and how they pertain to utility infrastructure
• Working knowledge of the construction and management of utility infrastructure
• Supervise field personnel while coordinating and overseeing multiple projects with multiple stakeholders simultaneously
• Able to identify infrastructure deficiencies and recommend corrective actions
• Employee must be able to operate basic office equipment and related software in addition to other specialty equipment needed for the position. Excellent written and oral communications skills and the ability to read, write, and speak the English language is required.

Work Environment: The incumbent typically performs in an outdoor environment. This includes construction sites, open and empty land, wooded areas, both urban and rural roads and drainage, muddy areas, swampy areas, hot, humid, cold, and wed conditions that are consistent with outdoor projects. The incumbent may also be exposed to wildlife and bugs in the environment. This position may include work performed in an office environment for training, plan reviews, meetings, and project preparation and progress reviews.

Physical Demands: Heavy work. Heavy work involves lifting no more than 100 pounds at a time with frequent lifting, lowering, pulling, pushing and carrying of objects weighing up to 50 pounds. Must be able to bend, stoop, kneel and climb in order to complete various job duties. Must be able to stand, sit and walk for extended periods, sometimes on uneven or rough terrain in various weather conditions. If someone can do heavy work, we determine that he or she can also do medium, light, and sedentary work.

Required Education/Qualifications: A high school diploma or equivalent GED and minimum of five years of experience in a sewer and water utility role that includes utility maintenance and the location of underground utilities. Must have valid Driver's License.

Preferred Education/Qualifications/Experience: General knowledge of the rules and regulations governing utility location and digging in servitudes/rights-of-way. Experience with supervising field personnel. General knowledge of construction and project management. LDH Operator certifications for water distribution and wastewater collection.
