RESPONSIBILITIES
Working Conditions
The Judicial Council strives for work-life balance, including substantial vacation and holiday time. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council's San Francisco or Sacramento office at least two days per week, based on their office leader's direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council's Hybrid Work Program, a prospective or current employee's primary residence/remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

OVERVIEW
The Judicial Council of California is accepting applications for the position of Supervising Analyst with the Center for Families, Children & the Courts. The Supervising Analyst provides statewide leadership over multidisciplinary education, program operations, and grant-funded initiatives that support courts, judicial officers, and justice-system partners in responding to the behavioral health needs of children, youth, and families. The position oversees major statewide training programs, including Beyond the Bench, juvenile law education, and design and content of the Juvenile Cases, Article, Resources, and Training (JCART) website, while advancing Proposition 1 Behavioral Health Services Act (BHSA) priorities through the creation of resources, curricula, and guidance that help courts navigate evolving behavioral health funding, services, and county planning structures. The Supervising Analyst supervises staff to the Collaborative Justice Courts Advisory Committee, offering direction, coaching, workflow oversight, and quality assurance to ensure consistent, high-quality support for statewide collaborative justice initiatives; and supports the Family and Juvenile Law Advisory Committee Court Adoption and Permanency Month project. The position manages complex grant portfolios such as Substance Abuse Focus Grant, Court Appointed Special Advocate grants, Title IV-E training contracts, Judicial Resources and Technical Assistance grant, and the federal Court Improvement Program, ensuring fiscal accountability, compliance, and alignment with statewide behavioral health transformation efforts. Additionally, the role directs unit operations, cross-office coordination, and data-informed performance monitoring to strengthen outcomes and support court engagement in California's evolving behavioral health system.

This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
MINIMUM QUALIFICATIONS
Bachelor's degree and five (5) years of analytical or managerial experience in program analysis, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis.
OR
Master's degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and two (2) years of analytical experience in program analysis, development, implementation, research, and/or evaluation, which includes one (1) year of supervisory experience.
OR
One (1) year as a Senior Analyst or other level (C43) class or three (3) years as an Analyst or other level (C42) class with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an exempt-level Senior Analyst or three (3) years as an exempt-level Analyst in a California superior court or California state-level government entity and a) completion of training courses on topics related to effective supervision within six (6) months of promotion; or b) one (1) year of previous supervisory experience.

PAYMENT & BENEFITS
$8,512 - $12,766 per month
Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this temporary reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
