Job Summary/Company:

Sparks Group in collaboration with a Fortune 500 company is seeking a Subcontracts Specialist-Small Business.  As the Subcontracts Specialist, you will be supporting the small business subcontracting programs, regulatory compliance, and outreach initiatives. You will be responsible for developing compliant subcontracting plans, managing ISR/SSR reporting via SAM.gov, ensuring FAR/CFR alignment and DCMA audit readiness, and actively sourcing small business partners. You will serve as a primary ambassador for the small business office—networking with OSDBU representatives, representing the company at industry events, providing internal training, and keeping pace with evolving federal legislation to support strategic growth. The ideal candidate will have a bachelor’s degree and 5 years of experience in a government contracting environment, specifically in small business. Responsibilities:
  • Develop, analyze, and manage compliant small business subcontracting and participation plans (including TSV/TCV goal calculations) in accordance with contract requirements.
  • Lead data gathering, system reviews, and filing for ISRs/SSRs via SAM.gov while ensuring FAR/CFR compliance, accurate recordkeeping, and DCMA audit readiness.
  • Manage the SBLO mailbox, conduct market research via internal and external databases to
  • Represent the organization at virtual and in-person networking events, OSDBU meetings, and conferences (with travel as needed) to build strategic taming relationships.
  • Track legislative/regulatory updates, deliver internal training, coordinate program events, and collaborate cross-functionally on special projects to drive small business initiatives.

Qualifications/Background Profile:
  • U.S. Citizenship (required)
  • Bachelor's Degree
  • 5 years of experience in a Federal Government contracting environment, to include SBLO experience
  • Current and accurate understanding of federal rules, legislation, and regulations as they relate to small business utilization and federal contractor requirements
  • Experience developing compliant small business subcontracting and participation plans, including TSV and TCV goal calculation
  • Experience monitoring performance against plans using contracting and accounting system data
  • MS Office Suite with advanced MS Excel and data analysis skills
  • Experience using the sam.gov system to submit ISR and SSR reports

This job is Hybrid Remote.

Pay Range: Hourly $35.00 to $40.00
