Job Title: Subcontracts Administrator

Location: Houma, LA

Position Overview: The Subcontracts Administrator is responsible for supporting the subcontracting process and the procurement of specialized materials, equipment, and/or services. This role coordinates with Engineering, Production, Quality, Planning, Accounting, and Program Management to keep procurements on schedule, on budget, and in compliance with company procedures and applicable government regulations. Reports directly to the Purchasing Manager.

Key Responsibilities:

·                        Support the full subcontract lifecycle—solicitation, proposal evaluation, negotiation, award, administration, and closeout.

·                        Prepare RFQs, RFPs, and bid packages; coordinate bidders’ conferences and pre-award supplier communications.

·                        Review requisitions, statements of work, specifications, and terms and conditions to confirm procurement packages are complete before solicitation.

·                        Analyze supplier quotations and prepare bid tabs, price comparisons, and award recommendations.

·                        Support negotiation of pricing, delivery, payment terms, and warranty and quality requirements alongside senior purchasing and program management staff.

·                        Issue purchase orders, subcontracts, and modifications, including scope, schedule, and pricing changes.

·                        Track subcontractor deliverables, such as certifications, schedules, invoices, and quality records, and follow up on open items.

·                        Monitor open orders for delivery, quality, or cost risks; coordinate corrective action with suppliers and internal teams.

·                        Serve as the primary point of contact for supplier communications, including status updates and issue resolution.

·                        Support invoice review and reconciliation with Accounts Payable, receiving, and project teams.

·                        Maintain procurement files in accordance with company policy.

·                        Track supplier performance (on-time delivery, quality, responsiveness) and communicate feedback and corrective actions.

·                        Prepare status reports, metrics, and presentations for management review.

·                        Perform other duties as assigned by the Purchasing Manager or Executive Staff.

Qualifications:

·                        One or more years of experience in purchasing, procurement, subcontract administration, or supply chain management, or equivalent coursework or professional development.

·                        Working knowledge of sourcing activities: quoting, bid analysis, negotiation, and supplier follow-up.

·                        Ability to interpret statements of work, specifications, requisitions, and commercial terms and conditions.

·                        Strong organizational skills, attention to detail, and follow-through on multiple concurrent priorities.

·                        Effective written, verbal, and interpersonal communication skills.

·                        Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).

·                        Bachelor’s degree in Business Administration, Supply Chain Management, or a related field preferred.

·                        Experience in government contracting, shipbuilding, defense, marine, or manufacturing environments preferred.

·                        Familiarity with FAR/DFARS subcontracting requirements preferred.

·                        Experience with ERP, purchasing, or contract-management systems preferred.

·                        Understanding of basic cost/price analysis and quotation evaluation preferred.

·                        Professional certification such as APICS/ASCM Certified Supply Chain preferred.

·                        Professional (CSCP), or an NCMA certification (e.g., CCMA, CFCM) preferred.
