What does this role look like?

On the Space Based Interceptor (SBI) Program, Supply Chain is responsible for developing a competitive sourcing strategy and bringing our suppliers on board through the development lifecycle. The subcontractors we manage are vital in supporting design, build and deployment of a space-based missile defense interceptor system that will demonstrate capability integrated into the GDA (Golden Dome of America) architecture.

The Subcontract Program Manager (SPM) on SBI will report directly to the SPM Sr. Mgr for SBI within the Strategic & Missile Defense (SMD) mission area.

In this role you will have the following daily key responsibilities:

Responsible for the management of supplier cost, schedule and technical performance on moderate-to-high-risk, modified Commercial Off The Shelf, performance specification and complex build-to-print subcontracts for commercial, DOD and international programs. Leads multifunctional subcontract management teams. Holds procurement delegation and signs supplier agreements and purchase orders within established authority.Leads the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment primes with multiple contract types.Prepares bid packages, conducts bidders'' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions including price, selects or recommends subcontractors, writes subcontract packages, prepares awards and administers resulting subcontracts and required change activity.

Basic Qualifications

To be effective, you will need to possess these basic qualifications:

• Bachelor''s degree from an accredited college, or equivalent experience/combined education.
• 10+ years overall experience, with a minimum of 3 years of professional experience in subcontract management.
• 2+ years of overall experience in managing large subcontractors.
• You will need to be a US Citizen, and be able to obtain and maintain a US SECRET clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information.

Desired Skills

To be effective, ideally, you should also have:

• Three years of current experience on large government programs
• Experience with managing multiple contract types: Cost Plus, Firm Fixed Price, OTA, Letter contract types.
• Technical knowledge of missile products. An engineering background is considered a plus.
• Proven record of managing and delivering critical, large subcontract products, with focus on complex development subcontracts to deliver on time and within budget.
• Control Account Management certification and/or experience.
• Ability to develop strong supplier relationships and positively supplier performance
• Experience with supply chain management or buying or procurement or related field
• Experience with Federal Acquisition Regulations (FAR) or Defense Federal Acquisition Regulations (DFAR)

Pay Information

Full-Time Salary Range: $109700.00 - $203700.00

• Annual short-term and/or long-term incentive compensation programs may be offered depending on the position. Payments under these annual programs are not guaranteed and can vary from year to year and are tied to a range of performance metrics.
• For (Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
