Description

The Subcontract Compliance Specialist is responsible for administering and monitoring labor compliance requirements for public works and prevailing wage construction projects. This role ensures subcontractor adherence to federal, state, and local labor regulations, including certified payroll reporting, prevailing wage requirements, apprenticeship compliance, and contract-specific labor provisions.

Essential Duties & Responsibilities

  • Coordinate with subcontractors to ensure compliance with prevailing wage, certified payroll, apprenticeship, and labor compliance requirements throughout the project lifecycle.
  • Review, audit, and track certified payroll reports for accuracy and compliance with state and federal labor regulations.
  • Communicate effectively with internal departments, subcontractors, labor agencies, and project stakeholders regarding labor compliance requirements and corrective actions.
  • Process and maintain labor compliance documentation including DAS 140s, DAS 142s, Fringe Benefit Statements, Monthly Fringe Reports, Apprentice Certificates, Apprentice Status Letters, Skilled & Trained Workforce Reports, Affidavits of Completion, and related compliance documentation.
  • Download and interpret applicable wage determinations and establish correct prevailing wage classifications, wage rates, and fringe benefit requirements for new projects.
  • Review public works contracts for labor compliance requirements, including certified payroll, prevailing wage, apprenticeship utilization, local hire provisions, skilled and trained workforce requirements, diversity participation goals, and federal labor standards.
  • Conduct detailed audits of subcontractor documentation and payroll submissions, identifying discrepancies and working directly with subcontractors to resolve non-compliance issues.
  • Monitor subcontractor compliance with DIR registration requirements, apprenticeship standards, and prevailing wage regulations.
  • Establish labor compliance expectations with subcontractors at project startup meetings and provide ongoing guidance throughout project execution.
  • Track compliance deadlines and ensure timely submissions.
  • Research and resolve labor compliance issues and agency inquiries.

Qualifications

  • High School Diploma required; Associates or Bachelors degree preferred.
  • Minimum 4+ years of labor compliance, certified payroll, prevailing wage, subcontract compliance, or related construction industry experience required.
  • Demonstrated experience administering prevailing wage and certified payroll compliance on public works and/or federally funded construction projects.
  • Strong knowledge of California prevailing wage requirements, DIR regulations, apprenticeship requirements, and applicable state and federal labor laws.
  • Experience reviewing and auditing certified payroll reports, fringe benefit calculations, and wage classifications.
  • Proficiency with labor compliance software such as LCPtracker, eMars, eComply, Elation Systems, DIR eCPR, or similar platforms.
  • Experience with Textura, GC Pay, Procore, or similar systems.
  • CMiC experience preferred but not required.
  • Excellent communication, organizational, and analytical skills.

The starting base pay for this role is between USD $40.00 and $45.00 per hour The actual base is dependent upon many factors, such as; location, training, transferable skills, work experience, business needs and market demands. The base pay range is subject to change and may be modified in the future. The role may also be eligible for bonus and benefits.
