WHO WE ARE LOOKING FOR

The Department of Health and Human Services' Street Outreach Network (SON) is currently recruiting for a full-time Street Outreach Network Worker (Community Services Aide III (CSA III)). The Street Outreach Network Worker will provide outreach, engagement, positive youth development, and culturally based trauma informed services primarily to newcomer adolescents and help direct them to the appropriate resources to address their social and emotional needs.

This role is ideal for individuals who have direct experience engaging gang-involved youth or youth exposed to community violence, and who are confident working in fast-moving, relationship-based outreach environments.

What Youll Be Doing

As a Street Outreach Network Worker for SON, you will be working directly with gang-involved youth and their families to provide engagement and positive youth development and culturally based trauma-informed services. This position will be responsible for working as part of a team approach to address gang and youth violence in the County.

You will provide field-based engagement and intervention with gang-involved youth, newcomer adolescents, and families experiencing high levels of social, emotional, and community-based risk.

This position will work with other Street Outreach Network (SON) workers to:

  • Identify gang-involved youth and/or youth at risk for gang involvement, using outreach approaches grounded in community trust building, street-level awareness, and culturally responsive engagement.

  • Coordinate with community organizations and agencies/departments of local and state government to secure needed support services for gang-involved youth or youth at risk for gang involvement.

  • Coordinate with community leaders and residents to educate, inform, develop, and implement collaborative strategies related to gang prevention and intervention needs for gang-involved youth.

Much of this work occurs in community settings such as neighborhoods, schools, parks, recreation centers, and other locations where youth gather.

Background Investigation: If selected for this position, you will be required to pass a medical examination with drug screening and criminal background check as a condition of employment, and the results of both will be a significant factor in the final hiring decision.

Work Schedule: The work schedule for this position will primarily be 12:00 p.m. to 8:30 p.m. Tuesday through Saturday, but flexibility is required for outreach activities since engagement with youth or community partners may require additional evening or weekend availability.

Driver's License: This position requires possession of a valid drivers license to travel to County locations, schools, neighborhoods, community centers, partner agencies, and other outreach sites to engage youth and families, provide support services, and collaborate with community partners.

Bilingual applicants in the Spanish or Amharic languages are encouraged to apply. If the candidate selected for this position possesses multilingual skills, they will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills. For Advanced proficiency, the candidate must also pass an examination requiring translating text from Spanish or Amharic to English and vice versa.

Minimum Qualifications

Experience: Three (3) years of experience providing delivery of social, health and/or public assistance services.

Education: Completion of high school or High School Certificate of Completion recognized in the State of Maryland

Equivalency: An equivalent combination of education and experience may be substituted.

LICENSE: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Medical Protocol: This position requires successful completion of a pre-employment medical evaluation, which includes a physical examination and drug screening.

Preferred Criteria, Interview Preferences

  • Knowledge of gang activity, trends, and risk factors affecting youth in Montgomery County, Maryland.

  • Ability to communicate effectively in Spanish or Amharic.

Leave Benefits

Our generous leave package starts with non-MLS permanent and term employees earning 15 days of sick leave and 15 days of annual leave in their first year, as well as up to three additional personal days each calendar year.
