STREET LABORER

GENERAL DESCRIPTION OF POSITION
Performs skilled maintenance work and operates a variety of equipment in the construction, operation, repair, and maintenance of street, bridge, ditch, and storm drainage facilities and systems.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Performs required labor involved in construction and maintenance projects as part of a crew, including pavement cutting, ditch digging, building catch basins, mowing, trimming trees, etc.
  2. Operates a variety of power construction and maintenance equipment used in the street department, such as sump pump, chainsaw, jack hammer, etc.
  3. Responsible for assuring that safe procedures are followed in the operation of all street department equipment.
  4. Inspects and/or repairs streets, drainage systems at frequent intervals to ensure that all aspects of the systems are functioning properly.
  5. Maintains a variety of records relating to maintenance activity, repairs, etc.
  6. Responds to complaints and service requests regarding potholes, flooding, right-of-way problems, or related issues; evaluates the situation; explains findings to supervisor.
  7. Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; cleans assigned equipment after use.
  8. Ensures the proper maintenance of equipment and tools by cleaning and checking after use.
  9. Read and understand vehicle and/or equipment manuals.
  10. Performs manual labor for extended periods of time.
  11. Work in the Sanitation Department, as needed.
  12. Ability to work in a constant state of alertness and in a safe manner.
  13. Perform any other related duties as required or assigned.

EDUCATION AND EXPERIENCE
Completion of high school or GED equivalent; or any equivalent combination of education and experience which demonstrates the required knowledge, skills and abilities to perform the work.

Ability to effectively communicate verbally and in writing information and respond to questions in person-to-person and small group situations with customers, clients, general public and coworkers; ability to understand and carry out written and oral instructions; ability to establish and maintain effective working relationships with employees, other departments and the public.

MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to prepare and interpret bar graphs.

CRITICAL THINKING SKILLS
Ability to utilize common sense understanding in order to carry out written, oral or diagrammed instructions. Ability to deal with problems involving several known variables in situations of a routine nature.

PLANNING
Considerable responsibility with regard to general assignments in planning time, method, manner, and/or sequence of performance of own work; may also occasionally assist in the planning of work assignments performed by others within a limited area of operation.

DECISION MAKING
Performs work operations which permit frequent opportunity for decision-making of minor importance and also frequent opportunity for decision-making of major importance; the latter of which would affect the work operations of other employees, citizens, and/or the City to a moderate degree.

Close mental demand. Operations require close and continuous attention for long periods of time for control of operations. Operations require intermittent direct thinking to determine or select the most applicable way of handling situations regarding the organization's administration and operations; also to determine or select material and equipment where highly variable sequences are involved.

RESPONSIBILITY FOR PROPERTY and EQUIPMENT
Responsible for City vehicles and equipment, digital radios, and any other equipment or property assigned to perform the essential duties.

USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS
Regular use of complex machines and equipment – Motorized vehicles and equipment, including pickup truck, saws, pumps, compressors, mowers, weed eaters, common hand and power tools, shovels, wrenches, mobile or portable radio.
