Description:

The Strategic Regulatory Analyst supports Emory Healthcare's system-wide regulatory strategy, Certificate of Need (CON) activities, Department of Community Health (DCH) annual surveys, and CON-related litigation preparedness.

 

This role works cross-functionally with Strategy, Legal, Government Affairs, Finance, hospital and service line leadership, and executive leaders to ensure the accurate and timely completion of surveys and regulatory filings.

 

Reporting to the Corporate Director of Strategic Planning and Annual Performance, the Analyst is responsible for completing all mandatory DCH annual surveys for the System.

  • The Analyst will meticulously manage the preparation, submission, and maintenance of regulatory filings, ensuring adherence to regulatory guidelines.
  • Responsibilities also include preparing and submitting CON applications and Letters of Determination (DETs); collaborating with external consultants as necessary to develop applications; and submitting CON and DET-EQT progress reports.
  • The Analyst maintains positive working relationships with regulatory agencies and provides support to internal stakeholders.
  • Approximately 75% of the role is dedicated to regulatory responsibilities, with the remaining 25% supporting Corporate Strategy's market and annual assessment activities
  • DCH Survey Submissions:
    • Supports the annual completion of Emory Healthcare's (EHC) Health Planning Surveys required by the Georgia Department of Community Health
    • Coordinates with Finance, Human Resources, Medical Staff, and hospital operational leaders to compile, validate, and aggregate survey responses
    • Conducts data analysis for non-financial portions of surveys
    • Prepares and maintains EHC survey check files to track and monitor year-over-year changes
    • Coordinates internal communications related to survey activities, including survey kick-offs, new or revised questions, and executive reviews
  • AHA Survey Submission:
    • Supports the annual completion of the American Hospital Association Annual Surveys
  • CON & DET Applications:
    • Prepares and manages Certificate of Need (CON) and Determination (DET) applications in accordance with Georgia DCH requirements
    • Monitors and tracks active CON applications, batching cycles, and regulatory deadlines
    • Conducts analysis to support regulatory filings
    • Monitors proposed and final rules, regulations, and legislative changes affecting CON-regulated services
    • Completes required post-approval progress report submissions
  • Document Management:
    • Maintains regulatory filing archives and internal tracking systems for all active and historical filings
  • Cross-functions Collaboration:
    • Works closely with cross-functional teams to support survey completion and regulatory application development
    • Supports bi-weekly project review meetings with the Office of General Counsel, Strategic Planning, and Planning Design & Construction for project review

Additional Duties as Assigned

Travel: Less than 10% travel may be required

Work Type: Hybrid employee - splits time between working remotely and working in the office

 

Minimum Required Qualifications:

  • Bachelor's degree required in Business Administration, Healthcare Administration, Public Health, Health Sciences, or related field
  • Minimum of 2 year of experience in healthcare regulatory, compliance, auditing, consulting, or market assessment functions

Knowledge, skills, and ability requirements (preferred):

  • Proficient in Microsoft Office Suite
  • Strong project management skills
  • Strong attention to detail
