THE POSITION

As the Senior Staff Analyst, you will perform the most complex analytical professional level staff work in support of departmental operations, programs, and/or services. You will be responsible for providing analytical support to department management relative to diverse programs and complex fiscal matters, and for recommending and implementing solutions to sensitive interdepartmental and intergovernmental matters.

This is a County-wide recruitment with four (4) current full-time vacancies: one (1) vacancy in the Probation Department and three (3) vacancies within the Health and Social Services Department, Administration Division - Fiscal Teams.

IDEAL CANDIDATE

Probation Department

The ideal Senior Staff Analyst in the Probation department will perform complex fiscal, contracting, procurement, and administrative analysis for the Probation Department. The position will be responsible for developing and monitoring departmental budgets, preparing expenditure and revenue projections, analyzing budget variances, reconciling accounts, and making fiscal recommendations to management.

The position will manage the financial and administrative components of grants, including developing grant budgets, reviewing allowable expenditures, monitoring spending, preparing claims and financial reports, reconciling grant expenditures, tracking deadlines and deliverables, and ensuring compliance with grant requirements. The Senior Staff Analyst will also manage contracts and procurement activities, including developing scopes of work, preparing Requests for Proposals (RFPs) and other competitive solicitations, coordinating the procurement and evaluation process, reviewing proposals and cost submissions, assisting with contract negotiations, preparing contract documents and amendments, and coordinating with Purchasing and County Counsel as necessary. Once contracts are executed, the position will monitor contract expenditures, balances, terms, deliverables, and expiration dates; review invoices against contracted rates and services; identify billing discrepancies; and ensure payments are properly supported and authorized.

This is a very hands-on technical position. We are looking for someone who can independently work with budgets, grants, RFPs, contracts, invoices, reconciliations, projections, and complex financial data, identify issues before they become problems, and clearly communicate their analysis and recommendations to management.
