DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS:
The Staff Analyst will provide professional analytical and administrative services to the Sr. Staff Analyst and to the Assistant Director of Business Support Services.
Responsibilities:
- Investigates and makes recommendations for addressing issues of medium complexity and/or sensitivity.
- Manages and assists reporting, analytics, and process improvements individually and on a team basis.
- Completes special projects as assigned, working on a wide variety of financial, administrative, professional, analytics and process issues and problems of simple to medium complexity.
- Represents supervisor at meetings and functions generally to gather information.
- Leads informational meetings for internal stakeholders on internal KPIs, metrics, and insights.
- Performs data validation, data analysis, statistical analysis, root cause analysis, and compile performance metrics and descriptive statistics for operational leadership.
- Handles highly confidential information.
- Supports internal and external stakeholders, executives, and managers in generating analytics, data pulls/processing, and insights.
- Prepares, edits and revises processes, solutions, documentation, and tools.
- Responds to correspondence, requests for information, etc. as assigned by supervisor.
- May participate in the review and development of management and administrative policies, procedures and master plans with both short and long-term objectives.
- Translates KPIs and data into operational recommendations and solutions for problems of simple to medium complexity as assigned by supervisor.
- Interprets administrative policies and applies them to data and operations.
- Participates in evaluation and design of workflow, processes, and various operations.
- Develops technological solutions using Power BI and Excel for continuous improvement as well as other appropriate applications within Utility Billing.

WORKING CONDITIONS
The position is physically comfortable; the individual has some discretion about walking, standing, etc. A portion of these duties will involve the ability to be detailed, speak and write effectively; otherwise, regular office atmosphere with occasional periods of stooping, bending, and lifting up 20 pounds.
This is a Department of Houston Public Works position at the Tier III Level.
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires a Bachelors degree in Business Administration, Public Administration or a field directly related to the type of work being performed.
Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.
EXPERIENCE REQUIREMENTS
Three (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.
Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

PREFERENCES
Preference will be given to candidates who display well developed analytical, critical thinking and problem-solving skills. Ideal candidate will possess an understanding of financial and budgeting concepts and will be proficient in Microsoft Office Suite. Preferred candidate will also have a background in process improvement and project management.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
