In November of 2016, central Puget Sound region voters approved Sound Transits ST3 program-currently one of the largest transit expansion programs in the United States. Within Seattle, ST3 includes the West Seattle Link Extension (WSLE) and Ballard Link Extension (BLE) projects that will design and construct 12 new or expanded stations and nearly 12 miles of light rail connecting neighborhoods of West Seattle, South Lake Union, and Ballard to downtown Seattle and the regional transit system, as well as key infill stations along existing light rail lines such as the South Graham Street infill station. While Sound Transit is the regional agency responsible to fund, design, and deliver these capital investments, the Office of the Waterfront, Civic Projects and Sound Transit, a program office within SDOT, carries out essential City functions to plan and permit ST3 projects built within the city, particularly within City owned right-of-way and properties. The Citys program will also implement station access improvements and encourage transit-oriented development around new stations.

The City of Seattle's Sound Transit 3 (ST3) Program is seeking a transportation planning professional. Do you want to be a part of supporting and shaping the largest transit infrastructure investment in City History?

The ST3 Planning Coordinator (Capital Projects Coordinator, Senior) will provide senior level coordination and project management to support City-related planning efforts as Sound Transit advances design and permitting for the West Seattle Link Extension, Ballard Link Extension, and Graham Street Station. This position will lead and coordinate the planning and design for a large portfolio of station access and transportation projects around planned stations.

Job Responsibilities

• Work in a highly matrixed structure with multidisciplinary team of professionals to facilitate interdepartmental and interagency coordination and resolve technical and policy conflicts.
• Lead and coordinate the City's process for identifying, developing, and implementing right-of-way improvements to make it easier and safer for people to walk, bike or roll to planned light-rail stations.
• Develop and manage interagency agreements related to the funding and delivery of station access projects, and draft interagency concurrence memos documenting agreements with partner agencies.
• Coordinate with partner departments on City-led ST3 work such as station area planning, station access planning, and related policy or planning studies.
• Collaborate with the ST3 Planning Manager to coordinate City reviews of major planning elements, milestones, and deliverables, including Sound Transit station designs, street concept planning, and multimodal access project development.
• Review and evaluate technical materials such as design documents, plan sets, and interagency documentation.
• Work with City's grant team to identify, apply for, and manage grants to fund station access improvements and other planning needs.
• Identify the need for consultant support and manage consultant contracts, including scope development and deliverable oversight.
• Represent the City and interdepartmental ST3 planning priorities to internal stakeholders, external partners, and City leadership.

Qualifications

Minimum Qualifications:

Education:

• Bachelor's degree in engineering, urban planning, transportation planning, public administration, or a related field.

Experience:

• At least four (4) years of project or construction management or related experience

License, Certification:

• Current Washington State drivers license or evidence of equivalent mobility.

OR: An equivalent combination of education and experience that demonstrates the ability to perform the position duties.

Though not requirements, strong candidates will have some of the following experience or are able to describe comparable experience:

• Previous experience managing multi-modal transportation projects and understanding of the phases of project development (planning/environmental, design/permitting and construction).
• Strong interpersonal communication skills and the ability to work collaboratively with a diverse team of professionals in a matrixed organizational structure.
• Strong organizational and project management skills and experience managing numerous tasks, complex schedules, and large budgets.
• Experience supporting or managing a community engagement team to deliver project information to the public on complex and controversial projects.
• Experience working across interdepartmental teams, governmental agencies, private and public sectors.
• Familiarity with and experience applying principles of urban planning and design to transportation projects.
• Must consistently exhibit good judgment and integrity, creative and strategic thinking, and possess the ability to work well under pressure.
• Commitment to working in an inclusive, multicultural workplace with an emphasis on collaboration, anti-racism, and accountability.

se]Work Environment / Physical Demands:

• This position offers a hybrid work schedule with at least three days each week spent in a City office and up to two days worked remotely within a standard 40-hour work week.
