Everforth ECS is seeking a Senior Technical Proposal Writer to support the development of compelling, compliant, and customer-focused federal proposals that advance the company''s strategic growth objectives. This position serves as a senior writing resource within Proposal Operations and partners closely with Proposal Managers, Capture Managers, Solution Architects, Subject Matter Experts (SMEs), and Business Development professionals to develop winning proposal content for complex federal opportunities.

The Senior Technical Proposal Writer functions as the Lead Writer for assigned proposal volumes, translating approved storyboards and technical solutions into persuasive, evaluator-focused narratives that clearly communicate the value of ECS solutions. Beyond content development, this role provides strategic writing guidance, mentors other proposal writers, helps improve proposal processes and reusable content, and contributes to continuous improvement initiatives across the proposal organization.

The ideal candidate is an exceptional writer with deep experience supporting large, complex federal procurements and the ability to transform sophisticated technical concepts into clear, compelling, and compliant proposal responses.

Responsibilities:

Proposal Strategy and Content Leadership:

  • Serve as the Lead Writer for assigned proposal volumes on strategic federal pursuits.
  • Develop proposal-ready narrative based on approved storyboards, validated technical solutions, and win strategy.
  • Translate complex technical concepts into clear, persuasive, evaluator-focused proposal content.
  • Write technical, management, transition, staffing, quality, past performance, and executive summary content.
  • Ensure proposal responses consistently communicate customer benefits, mission outcomes, and discriminators.
  • Maintain consistency of messaging, terminology, tone, and style across assigned proposal volumes.
  • Identify opportunities to strengthen proposal messaging, improve responsiveness, and increase proposal quality.
  • Support oral proposal development by collaborating with proposal managers, presenters, and technical SMEs to development compelling presentation scripts, presenter notes, and customer-focused messaging that aligns with the overall win strategy.

Storyboard Execution and Strategic Content Development:

  • Partner with Proposal Managers, Capture Managers, and Lead SMEs to execute approved storyboard strategies throughout proposal development.
  • Help refine messaging, organization, and content flow during narrative development.
  • Translate storyboard concepts into compelling proposal narratives while preserving technical accuracy and compliance.
  • Ensure proposal responses effectively communicate strengths, discriminators, proof points, innovations, and customer benefits.
  • Recommend improvements to content organization and messaging that enhance evaluator understanding.

Technical Collaboration:

  • Serve as the primary writing partner to Lead SMEs throughout proposal development.
  • Facilitate working sessions with technical contributors to gather solution information.
  • Challenge assumptions and ask probing questions that improve proposal clarity and customer focus.
  • Translate technical concepts into accessible proposal language.
  • Resolve content gaps through collaboration with SMEs, Solution Architects, Capture Managers, and Proposal Managers.
  • Ensure technical accuracy without sacrificing readability, persuasiveness, or compliance.

Proposal Compliance and Quality:

  • Ensure proposal responses fully comply with solicitation requirements, evaluation criteria, and approved storyboards.
  • Verify compliance with compliance matrices.
  • Identify and resolve compliance gaps, inconsistencies, redundancies, and conflicting information.
  • Monitor page allocation and content density to maximize evaluator value within page limitations.
  • Review and refine proposal sections developed by other writers and contributors to ensure consistency and quality.
  • Promote proposal writing best practices across the proposal team.

Graphics and Visual Storytelling:

  • Collaborate with graphic designers and SMEs to develop proposal graphics that effectively communicate complex solutions.
  • Develop graphic concepts, action captions, and callouts that reinforce proposal messaging.
  • Ensure graphics and narrative work together to support evaluator understanding and retention.
  • Recommend visual improvements that strengthen proposal effectiveness.

Color Team Reviews:

  • Participate in Storyboarding, Pink, Red, and Gold reviews.
  • Evaluate reviewer comments and collaborate with Proposal Managers, Capture Managers, and Lead SMEs to determine appropriate dispositions.
  • Lead revisions for assigned proposal volumes following color reviews.
  • Ensure revisions improve proposal quality while maintaining compliance and technical integrity.
  • Support final volume readiness activities prior to production.

Proposal Innovation and Knowledge Management:

  • Leverage Generative AI to improve proposal development efficiency while ensuring accuracy, compliance, and adherence to best practices for AI use in proposals.
  • Contribute reusable proposal content, graphics, proof points, and best practices to the Proposal Operations base content library.

Salary Range: $120,000 - $140,000
