Wage/Salary Range: $160k - $200k

Essential Duties & Responsibilities

• Provide senior-level oversight of assigned federal construction projects from pursuit and preconstruction through final closeout.
• Supervise, mentor, and support Project Managers, Project Engineers, Superintendents, Quality Control Managers, and other project personnel.
• Establish clear accountability for project safety, quality, schedule, cost, documentation, subcontractor performance, and customer satisfaction.
• Develop accurate project revenue, cost, cash flow, and margin forecasts and take corrective action when performance deviates from plan.
• Coordinate with estimating, project controls, operations, field leadership, and corporate management to establish project budgets and execution plans.
• Lead estimating efforts for selected pursuits and vertically integrated projects to maintain an accurate and consistent bid-to-build process.
• Participate in bid reviews, bid closings, proposal development, risk reviews, and project feasibility evaluations.
• Lead project startup and turnover from estimating to operations, including scope validation, budget establishment, procurement planning, staffing, schedule development, and risk identification.
• Ensure effective communication among Project Managers, Project Engineers, Superintendents, Quality Control Managers, subcontractors, design partners, and corporate leadership.
• Ensure proper project controls are maintained for quantities, commitments, costs, revenue, change management, schedule, productivity, and forecasting.
• Manage projects to meet or exceed established profitability and performance goals.
• Establish and maintain productive relationships with owners, Contracting Officers, CORs, government Quality Assurance personnel, design partners, subcontractors, suppliers, inspectors, and other stakeholders.
• Ensure timely and accurate project reporting, documentation, forecasting, and lessons-learned activities.
• Support and enforce BSNC safety, quality, ethics, compliance, and operational requirements.

Key Responsibilities

Project and Program Leadership

• Lead all phases of assigned federal construction projects, from pre-award planning and contract award through mobilization, construction, commissioning, turnover, and closeout.
• Oversee multiple projects and project teams simultaneously, setting priorities and allocating management resources based on project needs and risk.
• Provide direct leadership to Project Managers and Superintendents while maintaining executive-level visibility into field execution and project performance.
• Review project staffing plans and assign or recommend appropriate personnel to support contract requirements, workload, and project complexity.
• Establish project execution strategies that support safe, efficient, profitable, and contract-compliant delivery.
• Conduct regular project reviews covering safety, quality, schedule, cost, procurement, changes, risk, staffing, subcontractor performance, and customer issues.
• Support project teams in resolving complex technical, contractual, operational, and stakeholder issues.
• Ensure lessons learned and successful practices are shared across project teams to improve future performance.

Project Controls, Financial Management, and Profitability

• Develop and maintain project budgets, cost codes, forecasts, revenue projections, cash flow expectations, and profitability targets.
• Review project cost reports, commitments, billings, subcontractor payments, earned revenue, forecast-to-complete, and margin trends.
• Ensure project teams maintain accurate cost, quantity, production, schedule, and revenue controls.
• Identify financial risks early and implement recovery plans where cost, schedule, or productivity trends threaten project goals.
• Review and approve project buyout strategies, major commitments, subcontractor scopes, change pricing, and other significant cost decisions within delegated authority.
• Monitor project billing, payment status, retainage, and closeout to support timely cash collection.
• Ensure changes are identified, documented, priced, submitted, negotiated, and incorporated into project forecasts in a timely manner.
• Support preparation and negotiation of requests for equitable adjustment, claims, time-impact analyses, and other contract entitlement matters when required.

Scheduling and Field Execution

• Oversee development and maintenance of baseline schedules, updates, recovery schedules, short-interval plans, and key milestone tracking.
• Coordinate with Project Managers, Superintendents, project controls personnel, subcontractors, and design partners to maintain achievable project schedules.
• Monitor critical and near-critical activities and direct corrective actions when schedule performance is at risk.
• Ensure field teams properly coordinate subcontractors, suppliers, equipment, material deliveries, access requirements, outages, inspections, testing, and owner activities.
• Support planning for occupied facilities, secure installations, phased construction, night or weekend work, limited laydown areas, and other operational constraints.
• Maintain senior-level oversight of field productivity, sequencing, constructability, and subcontractor performance.

Estimating and Preconstruction

• Prepare or lead detailed estimates for federal design-build and design-bid-build projects, including conceptual, schematic, design-development, and final pricing.
• Lead or support proposal development, scope reviews, subcontractor and supplier outreach, quantity takeoffs, pricing, bid leveling, and estimating strategy.
• Analyze solicitations, drawings, specifications, amendments, RFP requirements, site conditions, and contract terms to identify scope, risks, opportunities, and pricing requirements.
• Develop bid schedules, staffing assumptions, general conditions, logistics plans, phasing concepts, and indirect cost estimates.
• Evaluate subcontractor and supplier proposals for completeness, exclusions, qualifications, scope gaps, and pricing risk.
• Develop clear scopes of work and bid packages that support accurate procurement and reduce post-award scope disputes.
• Collaborate with design teams during design-build pursuits to evaluate constructability, cost, schedule, and value-engineering options.
• Support go/no-go evaluations, pursuit strategy, competitive analysis, and early project development decisions.
• Participate in final bid reviews and closings to confirm scope coverage, estimate accuracy, risk allocation, schedule feasibility, and proposed margin.
• Lead the turnover of awarded estimates to operations so assumptions, exclusions, risks, subcontractor coverage, and pricing strategy are clearly understood by the project team.

Federal Contract Administration and Compliance

• Ensure project teams understand and comply with contract requirements, FAR clauses, specifications, drawings, amendments, proposal commitments, and agency-specific requirements.
• Maintain familiarity with federal contracting methods including RFPs, RFQs, MATOCs, MACCs, IDIQs, task orders, and negotiated procurements.
• Oversee contract correspondence, RFIs, submittals, modifications, change notices, certified payroll requirements, progress payments, closeout documentation, and other required records.
• Support project teams in documenting differing site conditions, directed changes, constructive changes, delays, impacts, and other potential entitlement issues.
• Ensure required notices are submitted within contractual timeframes and supported by appropriate cost and schedule documentation.
• Coordinate with corporate leadership, contracts, legal, finance, safety, quality, and other support functions as required.

Quality Control

• Provide management oversight of project quality programs and Quality Control Managers.
• Ensure work complies with contract drawings, specifications, approved submittals, applicable codes, UFC criteria, and agency requirements.
• Confirm project teams plan and coordinate preparatory, initial, and follow-up quality control activities where required.
• Ensure required inspections, testing, special inspections, commissioning, deficiency correction, punch list work, and closeout activities are properly planned and completed.
• Promote early identification and resolution of quality issues to reduce rework, schedule impacts, and customer concerns.

Safety Leadership

• Promote and enforce a proactive safety culture across all assigned projects.
• Ensure project teams and subcontractors comply with applicable OSHA requirements, EM 385-1-1 when contractually required, Accident Prevention Plans, Activity Hazard Analyses, and project-specific safety requirements.
• Review significant safety issues, incidents, corrective actions, and recurring trends with project leadership.
• Support field leadership in addressing unsafe conditions immediately and maintaining accountability across all subcontractors and personnel.
• Lead by example through consistent compliance with BSNC safety policies and expectations.

Client and Stakeholder Relationships

• Serve as a senior BSNC representative with federal clients, including USACE, NAVFAC, DoD, USCG, GSA, and other government customers.
• Build and maintain professional relationships with Contracting Officers, CORs, government Quality Assurance personnel, facility representatives, design partners, subcontractors, suppliers, and other stakeholders.
• Communicate project status, risks, challenges, proposed solutions, and commercial issues clearly and professionally.
• Support long-term client relationships through reliable performance, responsiveness, transparency, and effective issue resolution.
• Participate in client meetings, partnering sessions, proposal interviews, project reviews, and business development activities as needed.

Team Leadership and Development

• Supervise and mentor Project Managers, Project Engineers, Superintendents, and other assigned project personnel.
• Establish performance expectations and provide ongoing coaching, feedback, and development support.
• Promote collaboration between project management, field operations, estimating, quality control, safety, and corporate support functions.
• Hold project teams and subcontractors accountable for commitments while maintaining productive working relationships.
• Assist with recruiting, interviewing, onboarding, succession planning, and development of construction personnel.
• Support a professional work environment based on integrity, accountability, teamwork, safety, quality, and customer service.

Required (Minimum Necessary) Qualifications

• Education Requirements:
• Bachelor’s degree in construction management, Civil Engineering, Engineering, Business Administration, or a related field is preferred.
• Level of Experience Requirements:
• Equivalent relevant construction experience may be considered in place of a degree.

Preferred

• Experience managing heavy civil, vertical, infrastructure, occupied renovation, secure facility, and mission-critical federal construction projects.
• Experience with self-perform construction, cost modeling, constructability reviews, and design-build collaboration.
• Current or prior USACE Construction Quality Management for Contractors certification.
• OSHA 30 certification.
• Professional certification or licensure such as PMP, DBIA, PE, or equivalent.
• Experience working within an SBA 8(a) or Alaska Native Corporation federal contracting environment.
• Established relationships with subcontractors, suppliers, designers, and federal construction stakeholders in markets served by BSNC.
• Active security clearance or prior experience working in secure government facilities.
