Departmental Hiring Salary Range: $79,198- $90,198

Essential Functions

Essential functions include but are not limited to:

  • Leadership & Strategic Management: Direct the City's Civil Rights and ADA accessibility improvement plans, aligning operational efforts with statutory obligations and strategic inclusion goals.
  • Training & Technical Assistance: Design and deliver engaging training programs for municipal staff and supervisors. Serve as the primary consultant for departments on compliance, inclusion, and barrier removal.
  • Grievance Resolution & Continuous Improvement: Administer grievance procedures with empathy and thoroughness, investigating complaints and addressing systemic issues across city programs, facilities, and technology.
  • Team Development: Supervise, coach, and mentor professional staff, interns, and fellows within a collaborative, equity-centered workplace.
  • Policy Analysis & Reporting: Research regulatory trends, evaluate departmental practices, and deliver formal recommendations and progress reports to executive leadership.
  • Program Evaluation & Improvement: Evaluate ADA policies and departmental accessibility practices; provide written updates and improvement recommendations. Lead cross department efforts to remove barriers in programs, facilities, communication, and technology.

Education/Experience

Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelors degree or equivalent.

Over five years of project management and strategic planning experience. Over 4 years of experience in data analysis or related field.

The preferred candidate will possess;

  • Interpersonal Excellence: Demonstrated passion for working with people and a proven track record of effective communication across diverse stakeholder groups.
  • Training Experience: Demonstrated capacity to develop and provide engaging training initiatives for adult learners.
  • Regulatory Aptitude: Ability to rapidly master complex ADA standards (Titles I and II) and civil rights regulations and serve as a subject matter expert.
  • Analytical Skills: Strong ability to conduct administrative studies, evaluate organizational data, and draft clear policy guidance.
  • Academic Coursework: Knowledge of urban studies, law, public administration, sociology, project management, community development, diversity, equity and inclusion.

Preferred License(s) and/or Certification(s): ADA Coordinator Certification (ADATCP or equivalent)

  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.

  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.

  • Retirement

If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.

  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
