    Description:
    Technical Contract Project Engineer. This role serves as a direct operational support to the Engineering Director, focusing exclusively on the systematic shutdown and isolation of services and equipment.
    hile physical decommissioning (removal/demolition) will be managed separately, this engineer is responsible for the critical "Make-Safe" phase ensuring all utility loops, mechanical systems, and manufacturing assets are properly shutdown, documented in SAP, and prepared for safe removal.

    Key Responsibilities

    1. Leadership of Service & Utility Shutdowns

    • System Isolations: Lead the systematic shutdown of facility services (HVAC, process water, chilled water, gases, and electrical distribution) across three sites.
    • Utility Loop Management: Analyze utility drawings to ensure shutdowns are executed without disrupting utility continuity for active production areas.
    • Vendor Procurement for Shutdown: Support the Director in vetting and onboarding specialized vendors to execute technical service disconnections and isolations.

    2. Equipment Shutdown & Maintenance Preparation

    • Asset Deactivation: Supervise the physical shutdown of manufacturing equipment, including oversight of purging, draining, and final cleaning/decontamination to make assets safe for removal.
    • SAP Maintenance Management: Own the SAP decommissioning workflow: retiring equipment records, closing out Preventative Maintenance (PM) schedules, and managing spare parts inventory adjustments.
    • Asset Retirement Documentation: Ensure all technical logs and asset retirement forms are accurately completed to reflect a "Decommissioned" status.

    3. Safety & LOTO (Hazardous Energy Control)

    • LOTO SME: Act as the primary lead for Lock Out Tag Out (LOTO) protocols during the shutdown phase.
    • Verification: Physically verify that all equipment and service lines are at a "zero energy state" before handing over to decommissioning teams.
    • HSE Compliance: Ensure all vendors supporting shutdown operations adhere to Elanco's strict safety standards.

    4. Technical & Multi-Site Coordination (Support to Site Director)

    • Tactical Delegate: Act as the Site Engineering Director's primary technical representation across the Bond and Lakeview facilities. Provide a continuous, reliable onsite presence to maintain shutdown momentum and safety standards, especially when the Director is managing parallel operations at other locations.
    • Real-Time Milestone Reporting: Serve as the "eyes and ears" in the field, providing rapid-response troubleshooting for vendors and delivering live, high-frequency status updates on shutdown progress, technical blockers, and critical path items.
    • Vendor Execution Oversight: Directly supervise the technical quality and safety of specialized shutdown tasks (e.g., electrical distribution isolations, chemical line purging), ensuring all third-party actions align with the Site strategic decommissioning timeline.

    Essential Skills:

    • Maintenance or Facility Engineering: Strong background in mechanical/electrical facility systems 5+ years of experience.
    • Hands-on Approach: High comfort level being on the shop floor to verify physical isolations and supervise technical vendor work.
    • LOTO Expertise: Knowledge of hazardous energy control and isolation procedures.

    Preferrable Experience:

    • Technical Shutdowns: Proven track record in leading utility and equipment shutdowns within pharmaceutical or GMP environments.
    • SAP Asset Management: Proficiency in SAP for maintenance and asset lifecycle management (retiring assets/closing PMs).
    • Documentation: Ability to manage GMP-compliant decommissioning documentation.
