    JOB SUMMARY

    Manages the activities of the Mapping Center's GIS personnel. Recommends, collaborates and implements changes to internal processes relating to geographic information; provides guidance to management and sales professionals regarding information and applications available. Coordinates and implements directives from the Mapping Director. Promotes and fosters relationships while serving as liaison for clients; key participant in expanding and managing the growth within the department.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Coordinates and manages large national mapping projects, including new business pursuits and existing corporate accounts.

    Develops and manages the analysis, research, design, and implementation of all mapping tools, templates, standards, and software as well as creates a knowledge base of standard templates and techniques.

    Informs and educates GIS personnel about new capabilities, techniques, templates, and products in order to create products that are useful for the business and uniform across the Mapping Center.

    Educates end user groups about the capabilities of the Mapping Center for the purpose of getting clearer and more informed requests from said end users.

    Coordinates with the Director of Mapping Services to seek end-user/customer input regarding additional mapping services and enhancements to existing services and processes.

    Coordinates with Mapping Center Program Manager to rectify client issues regarding content, prioritization, timing, quality and capabilities; and ensures GIS Professionals follow appropriate corrective measures and plans, if necessary. Assists in implementing a plan for marketing/mapping services to all business units in cooperation with the Director of Mapping Services and Mapping Center Program Manager.

    Makes recommendations to the director for assignment of tasks for the developers. Provides recommendations for vendor contracts and details of implementation. Develops policies and procedures in cooperation with the Director of Mapping Services and other Mapping Center coordinators.

    Participates in the formulation of budgets and with high level operational issues.

    Intercedes in HR issues within the Mapping Center. Manages the activities of GIS Team Leads, GIS Analysts, and GIS Technicians including Schedule mapping jobs for production, assigns jobs to the GIS professionals, provides and/or delegates back-up assistance as needed, and maintains a work log of all mapping jobs using the Mapping Order System. Responsible for all phases of the hiring of mapping services personnel.

    Performs other duties as assigned.

    SUPERVISORY RESPONSIBILITIES

    Provides formal supervision to individual employees within single functional or operational area. Approves subordinate's recommendations for staff recruitment, selection, promotion, advancement, corrective action and termination. Effectively recommends same for direct reports to next level management for review and approval. Plans and monitors appropriate staffing levels and utilization of labor, including overtime. Prepares and delivers performance appraisal for staff. Mentors and coaches team members to further develop competencies. Leads by example and models behaviors that are consistent with the company's values.

    QUALIFICATIONS

    EDUCATION and EXPERIENCE

    Bachelor's degree (BA/BS) with emphasis in geo-spatial modeling from four-year College or university, Master's Degree preferred, and a minimum of eight to ten years of related experience and/or training.

    CERTIFICATES and/or LICENSES

    Real Estate license preferred. Geographic Information Systems Professional (GISP) or other like certificates preferred.

    COMMUNICATION SKILLS

    Ability to comprehend, analyze, and interpret the most complex business documents. Ability to respond effectively to the most sensitive issues. Ability to write reports, manuals, speeches and articles using distinctive style. Ability to make effective and persuasive presentations on complex topics to employees, clients, top management and/or public groups. Ability to motivate and negotiate effectively with key employees, top management, and client groups to take desired action.

    FINANCIAL KNOWLEDGE

    Requires in-depth knowledge of financial terms and principles. Ability to calculate complex figures. Ability to forecast and prepare budgets. Conducts financial/business analysis including the preparation of reports.

    REASONING ABILITY

    Ability to solve advanced problems and deal with a variety of options in complex situations. Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment. Draws upon the analysis of others and makes recommendations that have a direct impact on the company.

    OTHER SKILLS and ABILITIES

    MapInfo/ArcGIS (ESRI products) experience required. Adobe Illustrator, MapBasic, and Google Maps API preferred. Intermediate to advanced knowledge of Microsoft Office required. Ability to travel.

    SCOPE OF RESPONSIBILITY

    Decisions made with in-depth understanding and interpretation of procedures, company policies and business practices to achieve complex results. Develops, recommends, and implements functional operational programs and procedures. Responsible for setting project, department and/or division deadlines. Errors in judgment may cause long-term impact to line of business and/or overall company.
