This is a highly visible role managing overlapping legacy and new systems with real interdependencies, not a single, straightforward software rollout, so candidates need genuine experience leading complex implementations rather than coordinating individual project tasks. The ideal candidate brings strong vendor and contract management skills, executive-facing communication, and delivery discipline, along with public sector experience, ideally in public safety or another mission-critical operational environment. This is a long-term, funded engagement offering stability and the opportunity to take on additional high-impact assignments.Qualifications/Requirements
    • Active Project Management Professional (PMP) certification required
    • Proven experience leading large, complex IT implementations involving multiple internal and external stakeholders, not limited to task-level project coordination
    • Strong vendor and contract management experience, including oversight of deliverables, schedules, issue escalation, and third-party accountability
    • Experience managing risk in environments where legacy and new systems must run in parallel, including cutover planning, rollback strategies, and protecting service continuity for mission-critical operations
    • Experience developing RFPs and administering vendor contracts and performance
    • Public sector experience strongly preferred, particularly federal, state, county, or city government delivery environments
    • Experience with public safety agencies or similarly mission-critical, operationally sensitive environments
    • Must be able to obtain CJIS clearance; prior experience in CJIS or similar background-standard environments is especially attractive
    • Comfortable operating with significant cross-functional coordination and executive-facing communication in a matrixed organization
    Responsibilities
    • Lead enterprise-scale IT projects from initiation through implementation and transition to operations
    • Develop project charters, scope, schedules, resource plans, and communication plans
    • Manage project dependencies and critical path across multiple interconnected systems
    • Write RFPs and oversee vendor contracts, deliverables, and performance
    • Provide executive and stakeholder communication and facilitate project status reviews
    • Support business requirements development and coordinate training and transition activities
    • Lead through influence across departments and stakeholder groups in a matrixed environment
    • Develop transition and training plans to support successful handoff to operations
    • Operate with minimal supervision while demonstrating executive presence, strong delivery discipline, and the operational judgment required in this environment.
