This position will lead the organization, review, categorization, analysis, and reporting of large volumes of public comments supporting Federal regulatory activities.The ideal candidate has direct experience working with FDMS, Regulations.gov, or comparable Federal public-comment systems and understands how to identify substantive issues, recurring themes, high-risk comments, and other information that supports Government decision-making.Key ResponsibilitiesLead the intake, organization, tracking, and analysis of public comments.Download, organize, review, categorize, code, and summarize large volumes of public comments.Work with FDMS, Regulations.gov, or comparable Federal comment-management systems.Develop and apply consistent comment-coding and categorization methodologies.Distinguish substantive, non-substantive, duplicate, form, and other comment types as applicable to project requirements.Identify recurring themes, emerging issues, significant concerns, and potentially high-risk issues.Perform quantitative analysis of comment volumes, categories, themes, sources, and other required metrics.Develop comment matrices, tracking tools, summary reports, tables, charts, and other analytical products.Validate comment counts and categorization results for accuracy and consistency.Prepare concise summaries of complex public comments for Government review.Support development of comment-response and regulatory decision-support materials.Identify inconsistencies, gaps, or anomalies in comment data and recommend corrective action.Coordinate with the Project Manager / Regulatory Lead and other analysts to maintain consistent review standards.Establish and maintain organized electronic files and analytical workpapers.Provide technical guidance and mentoring to Comment Analysts and Data Support personnel.Support quality-control reviews and final deliverable development.Required QualificationsBachelor's degree in public policy, political science, government, regulatory affairs, legal studies, data analytics, business, communications, or related field.5+ years of relevant Federal regulatory, public-comment, policy, or analytical experience.Demonstrated hands-on experience reviewing and analyzing public comments.Experience organizing, categorizing, coding, and summarizing high-volume comment data.Experience identifying themes, substantive issues, and trends within public comments.Strong analytical and written communication skills.Advanced Excel skills and experience developing analytical work products.Preferred QualificationsDirect FDMS and/or Regulations.gov experience.Federal notice-and-comment rulemaking experience.USDA or other Federal agency experience.Experience developing quantitative public-comment metrics.Experience supporting regulatory impact, policy, or rulemaking analysis.Experience leading or reviewing the work of other analysts.Experience with Federal regulatory databases or document-management systems.Aalis Management Consulting is an Equal Opportunity/Affirmative Action Employer.
