    Description

    DPP is seeking a Sr. Business Systems Analyst II for an opportunity with our client in the healthcare insurance market.
     
    Work location: Onsite in Columbia, SC; will consider hybrid and remote candidates
    Duration: 6 months
    Shift: 8:30AM-5:00PM; possible overtime when needed to meet project timelines.
    Terms: W2 Contract
     
    About the team:
    • TPA Cloud Migration is an exciting new opportunity.
    • The new team will be dedicated to migrating application to the CMS AWS Cloud.
    • This structure leverages a wide range of skills and expertise, enabling the team to operate across different functions and projects while working from various locations.
    • It is a flexible and dynamic approach to team organization that supports agility and innovation in a global business environment.
    Responsibilities:
    • Operate in Agile environments, participate in daily stand-ups and use tools like Jira and Confluence to track progress, document user stories, and collaborate closely with developers, testers, and business stakeholders.
    • Lead or contribute to team presentations, where strong communication skills are essential for explaining complex technical solutions in a clear way.
    • Design and optimize cloud-based analytics solutions and define customer needs in a technical context and ensure that proposed cloud solutions align with business objectives.
    • Provide guidance and support for large cloud IT projects, contribute to data governance and compliance efforts, and offer mentorship to less experienced staff.
    • This role is a critical bridge between IT and business with the work blending deep technical execution with cross-functional leadership.
    Required qualifications:
    • Agile Scrum Master experience
    • Agile Product Owner or Agile Business Analyst experience
    • Cloud hosted application experience
    • Medicare experience
    • Jira/Confluence
    • TestRail/ALM
    Required education: 
    • Bachelor's degree in Computer Science, Business Administration, or other job related field;
    • OR 4 years of job related work experience;
    • OR 2 years of job related experience plus an Associate's degree in Computer Science, Business Administration or other job related degree. 
    Required work experience: 
    • 8 years of IT business analysis experience 
    Preferred qualifications:
    • Azure DevOps, GitHub Actions
    • Understanding DevOps practices and helps in managing cloud-based analytics pipelines and deployments
    • Experience with version control, automated testing, and deployment of workflows
    Soft skills:
    • Strong communication skills: This role interacts with both technical teams and non-technical stakeholders, including CMS leadership and external suppliers. This role will be involved in team presentations, requirements gathering sessions, and user support.
    • Adaptability & flexibility: CMS programs and cloud environments evolve frequently, and TPA must respond to policy changes, system updates, and new compliance requirements. This position should be comfortable learning new tools, adjusting to shifting priorities, and working across multiple systems or teams.
    • Analytic thinking & attention to detail: Work involved interpreting complex policy and data requirements. Analysts must be able to analyze data, identify discrepancies, and propose solutions that align with CMS regulations and program goals.
    • Collaboration & teamwork: TPA operated in a highly collaborative environment, often coordinating with CMS, contractors, and internal development teams. This role will need to work cross-functionally, share knowledge, and support goals in a fast-paced, regulated setting.
    • Initiative & ownership: Senior analysts are expected to take the lead on tasks, identify gaps, and drive improvements without waiting for direction. This includes leading small projects, mentoring junior staff, and proactively identifying risks or inefficiencies.
