Duties & Responsibilities
Purpose of Functional Assignment:
Under the direction of a Supervising Special Officer - Level I or higher, Special Officers assigned to the functional role of Field Training Officer (FTO) will facilitate new Special Officers transition from the Hospital Police Academy setting to the actual performance of their duties within NYC Health + Hospitals. The FTO is also responsible for clearly communicating the expectations of the position to new Special Officers. In addition, they will be responsible for ensuring that all incumbent and new Special Officers are kept abreast of relevant updates to policies, procedures and guidelines applicable to NYS Peace Officers. Furthermore, the FTO serves as a positive role model to all officers by modeling NYC Health + Hospitals vision and ICARE values. The assignment of FTO responsibilities is in addition to their assignment as a Special Officer.
Essential Duties and Responsibilities:
Conducts on-the-job training program for new Special Officers on how to perform the essential functions and responsibilities of their job consistent with the policies, procedures and guidelines applicable to NYS Peace Officers.
Provides consistent coaching, training and evaluation of new officers as part of the department's field training program.
Exposes new Special Officers to their full range of job tasks and guides the officers in displaying confidentiality and discretion required of Special Officers at NYC Health + Hospitals.
Guides Special Officers in the performance of their required tasks so they can become competent and self-sufficient in the practical application of their required tasks.
Reviews and reinforces de-escalation and conflict resolution techniques to ensure new Special Officers are equipped with the knowledge and skills necessary to apply them in actual crisis situations they will face on the job.
Reviews site-specific policies and procedures applicable to the health care setting at their assigned facility.
Maintains a training record with daily checklists for each Special Officer to document each phase of the on-the-job training for new Officers.
Completes competency attestation including a written summary for the employee's personnel record, to certify that the incoming Special Officer is competent and prepared to work independently under general supervision.
Reviews and monitors the new Special Officers usage and competency in the receiving and dissemination of information via radio transmission, including the use of required codes.
Notifies Hospital Police leadership when new officers are not meeting performance standards consistent with the on-the-job training program.
Assists in the development and periodic updating of the On-the-Job Training Manual as well as the dissemination of the manual to each incoming Special Officer.
Attends training to become fully competent in the Hospital Police Academy curriculum and expectations for new officers.
Conducts in-service training for incumbent Special Officers, when directed to introduce new policies and/or procedures using standard curriculum provided by the Hospital Police Academy.
Assists the Hospital Police Academy in annual in-service training, as requested by the Director of Training and Development for Hospital Police.
Performs other related duties, as assigned, including the regular duties of a Special Officer or Supervising Special Officer.
Minimum Qualifications
A four-year high school diploma or its educational equivalent approved by States Department of Education or a recognized accrediting organization; or an Individualized Education Program (IEP) diploma and six (6) months of full-time work experience; and
Holds, or obtains through facility orientation, a valid and current certification in Basic Life Support (BLS) through the American Heart Association (AHA). Once obtained, this certification must be maintained for the duration of employment.
Candidates must have reached their 20th birthday by the date of appointment; and
Candidates must be residents of the City of New York at the time of appointment and you must thereafter maintain City residency as a continuing condition of employment. However, if you have two (2) years of employment with the NYC Health + Hospitals, you may be a resident of Nassau, Westchester, Suffolk, Orange, Rockland or Putnam counties; and
Candidates must satisfy the training requirements established by the State of New York for Peace Officer certification prior to beginning their official tour of duty. Once obtained, this certification must be maintained for the duration of employment. Continuous employment with NYC Health + Hospitals, is contingent upon satisfactory completion of both entry level and annual recertification training programs.
Special Note:
Additional Salary Compensation
Special Officers serving as Field Training Officers (FTOs) are entitled to an additional $3,000 per year.
Special Officers will also be entitled to an additional $5,000 per year to be trained in the operation of Weapons Detection Scanning (WDS) Systems.
