General Job Information
Job Summary
This position is in the Department of Employment Services (DOES), Bureau of Compliance and Internal Auditing (BCIA). This is a standard position description designed for use throughout DOES. This position describes the general duties and responsibilities required of a position with primary responsibility for analyzing and advising management on current and proposed operating programs to evaluate their actual or potential effectiveness in achieving objectives. These offices provide oversight across unemployment insurance (UI) operations, workforce development programs, and provider compliance, ensuring alignment with federal, local, and contractual requirements.
The Office of Compliance and Internal Monitoring (OCIM) is responsible for safeguarding the integrity of the UI system, ensuring compliance with federal reporting and performance standards, and assuring accountability through effective program monitoring. The core functions of this office include:
Duties and Responsibilities
Plans, develop and coordinate special assignments and projects. Study, coordinate and recommend, resolution of major short- and long-term management and operational problems, which have surfaced that are not systematic in nature. Oversees and coordinates management projects, ensuring that projects are carried out in a timely manner, and in accordance with established policies and procedures. Develops and/or facilitates improvement projects with objectives and tasks, establishes completion timelines, and monitors implementation. Troubleshoots, investigates and provides recommendations on complex and politically sensitive issues and problems related to organization services, activities, and initiatives. Advises the Executive Official on current activities and information that may affect the organization''s functions. Actively, participates in decision-making meetings concerning organization operations, goals and objectives to successfully accomplish its mission.
Develops sources of information; identifies policy matters; coordinates and/or performs in-depth analyses of critical issues; analyzes the consequences of adopting various proposals and policies; and forecasts developments potentially affecting administrative services and activities. Develops options and alternatives; coordinates findings and recommendations with other interested/affected parties; and, as necessary, prepares and delivers written and oral presentations.
Qualifications and Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining Unit: This position is not covered by a Collective Bargaining Unit.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
