About the Opportunity

We are seeking an experienced Solution Architect to provide technical leadership for a major modernization initiative supporting a large-scale Medicaid Enterprise System (MES).

This is an excellent opportunity for a senior architect with experience across enterprise architecture, cloud platforms, system integration, APIs, data architecture, and security. Candidates with previous Medicaid, MMIS, MES, healthcare, or large-scale government technology experience are strongly preferred.

The Solution Architect will work closely with business stakeholders, program leadership, technical teams, system integrators, and external vendors to ensure solutions are scalable, secure, interoperable, and aligned with enterprise architecture standards and federal requirements.

What You’ll Be Doing

• Provide technical leadership and architectural oversight for a new Fiscal Agent Services (FAS) solution within a Medicaid Enterprise System.
• Lead architectural reviews and evaluate solution designs against enterprise architecture standards and technical policies.
• Ensure solutions align with CMS guidelines, MITA maturity goals, federal modularity requirements, and interoperability standards.
• Design and guide integrations across Medicaid modules including Eligibility & Enrollment, Provider Services, Third-Party Liability, Pharmacy, and Data Warehousing.
• Define architecture for APIs, system interfaces, data exchange, cloud environments, security models, and enterprise integrations.
• Develop logical and physical architecture diagrams, data flows, integration patterns, and technical roadmaps.
• Partner with cybersecurity teams to support compliance with NIST, HIPAA, state security policies, and applicable security controls.
• Evaluate technical change requests and participate in architecture and technology governance.
• Provide technical direction to developers, business analysts, project teams, vendors, and system integrators throughout the solution lifecycle.
• Ensure solutions are scalable, maintainable, secure, and aligned with long-term modernization objectives.

Required Qualifications

• 7 to 10 years of experience with solution architecture, enterprise architecture, architectural modeling, data management, and security best practices.
• Significant experience with cloud platforms such as AWS or Microsoft Azure.
• Strong understanding of enterprise integration, APIs, service-oriented architecture (SOA), ETL, cloud computing, and modular system architecture.
• Experience working with vendors, system integrators, business stakeholders, and multidisciplinary technology teams.
• Strong communication skills with the ability to translate complex technical concepts for both technical and non-technical audiences.
• Experience designing or supporting large-scale enterprise technology environments.

Highly Preferred Experience

• Medicaid Management Information Systems (MMIS) or Medicaid Enterprise Systems (MES) experience.
• Large-scale healthcare or government technology systems.
• Understanding of the MITA framework, CMS requirements, federal interoperability standards, and modularity requirements.
• Technologies including Java, Node.js, Python, Angular, React, REST APIs, JSON, XML, X12, FHIR, and HTML5.
• Databases, relational database technologies, ETL tools, SharePoint, X12 transactions, and legacy systems.
• Experience with NIST, HIPAA, cybersecurity, and enterprise security frameworks.
• State government, public-sector consulting, or other large enterprise architecture environments.

Ideal Candidate

The strongest candidate will be a senior Solution Architect who combines broad enterprise architecture experience with hands-on knowledge of cloud, integration, APIs, data, and security. Previous experience supporting Medicaid, MMIS, or MES modernization initiatives will be particularly valuable.

Important: This is a hybrid position requiring 2 days on-site each week in Richmond, Virginia. Candidates located in or within commuting distance of Richmond are strongly preferred.
