About This Role

The DC Child and Family Services Agency (CFSA) is seeking a senior, deeply hands-on Solution Architect Lead to serve as the technical design authority for STAAND — an AI-enabled child welfare platform built on Microsoft Dynamics 365 and the Power Platform (Government Community Cloud) with Azure services. The platform supports social workers, supervisors, providers, resource parents, and partner agencies across nine functional modules and six external portals. This is a hybrid role (four days onsite / one day remote) in Washington, DC.

 

 

Job Responsibilities

Responsibilities

  • Serve as the technical design authority across Dynamics 365 CE/Dataverse,
    Power Platform, and Azure for a mission-critical, federally certified system
  • Architect and hands-on build Azure solutions (PaaS integration, data, identity) and pro-code D365 extensibility (C#/.NET plug-ins, custom APIs, PCF controls)
  • Design and deliver generative-AI / agentic capabilities in production (Azure AI Foundry, Azure OpenAI, or Copilot Studio; RAG, tool calling, agent orchestration, AI evaluation)
  • Own Power Platform ALM, solution layering, and Azure DevOps CI/CD; operate a live production system through vendor release waves without disruption
  • Ensure application security in a regulated environment (NIST 800-53, threat modeling, secure SDLC) and government-cloud (GCC/GCC High) delivery
  • Design cross-cloud / cross-tenant architecture (government to commercial)
  • Brief executive and non-technical program leadership; mentor and transfer capability to government staff

Qualifications

Qualifications

  • Bachelor's degree in Computer Science, Software Engineering, Information Systems, Data Science, or a related technical discipline (20 years)
  • 16+ years of progressive IT experience; 8+ years of solution/enterprise architecture on enterprise-scale, mission-critical systems
  • 7+ years hands-on Microsoft Dynamics 365 CE / Dataverse / Power Platform
  • 5+ years as lead/principal architect across full D365 implementation lifecycles (minimum 2 lifecycles)
  • Required certifications: MB-230 (D365 Customer Service), PL-600 (Power
  • Platform Solution Architect Expert), AZ-305 (Azure Solutions Architect Expert)
  • Preferred: Health & Human Services / child welfare (CCWIS/SACWIS) domain; additional certs (PL-400, TOGAF, AI-102, AZ-500, CISSP/CCSP, SC-100, DP-600/DP-203)
