About This Role
The DC Child and Family Services Agency (CFSA) is seeking a senior, deeply hands-on Solution Architect Lead to serve as the technical design authority for STAAND, the District’s federally certified Comprehensive Child Welfare Information System (CCWIS). STAAND is an AI-enabled platform built on Microsoft Dynamics 365 and the Power Platform in a Government Community Cloud (GCC) tenant, with Azure services in the commercial cloud. This is a build-and-design role: you will personally configure, code, prototype, and troubleshoot while owning architecture, security, AI engineering, and the platform-release cadence. This is a hybrid role in Washington, DC (four days onsite, one day remote).
Responsibilities
Serve as the hands-on technical design authority for a federally certified child-welfare system built on Microsoft Dynamics 365 and the Power Platform (GCC) with Azure services
Own the authoritative architecture (Dataverse data models, solution segmentation, environment strategy, integration topology) and personally build: model-driven apps, C#/.NET plug-ins and custom APIs, PCF controls, and Power Fx
Design and harden the boundary between the GCC Power Platform tenant and commercial Azure (cross-tenant identity, managed identities, Key Vault, private networking, API gateways) with a defensible data-residency/FedRAMP position
Lead AI/agentic development: build, evaluate, and productionize agents in Azure AI Foundry and Copilot Studio (RAG/grounding, tool calling, orchestration, AI evaluation, responsible-AI controls)
Own end-to-end security architecture (NIST 800-53, FISMA, FedRAMP, HIPAA, CCWIS, Title IV-E), least-privilege design, and secure SDLC
Own the change pipeline, Microsoft release-wave management, DevOps/CI-CD maturity, and performance/cost optimization
Own data architecture for federal reporting (AFCARS, NCANDS, NYTD, CFSR, Title IV-E) and CCWIS interoperability; brief executive leadership and mentor agency staff
Qualifications
Bachelor’s in Computer Science, Software Engineering, Information Systems, Data Science, or a closely related technical discipline
16 plus years of progressive IT experience and 8 plus years of solution or enterprise architecture on enterprise-scale, mission-critical systems
7 plus years hands-on with Microsoft Dynamics 365 CE / Dataverse / Power Platform, and lead/principal architect on at least 2 full D365 implementation lifecycles
5 plus years of pro-code D365 extensibility (C#/.NET plug-ins, custom APIs, PCF controls) and 4 plus years of hands-on Azure architecture (PaaS integration, data, identity)
2 plus years of production generative-AI / agentic development (Azure AI Foundry, Azure OpenAI, or Copilot Studio) including RAG/grounding, tool calling, orchestration, and AI evaluation
5 plus years of application security in a regulated environment (NIST 800-53 or equivalent) and 2 plus years of government cloud delivery (GCC, GCC High, or Azure Government)
Required certifications: Power Platform Solution Architect Expert (PL-600), Azure Solutions Architect Expert (AZ-305), and Dynamics 365 Customer Service (MB-230)
Preferred: PL-400, TOGAF, AI-102, AZ-500, CISSP/CCSP, SC-100, DP-600/DP-203; child welfare (CCWIS/SACWIS) or HHS domain; federal child-welfare reporting; Power Pages; Fabric/Synapse/Power BI
