    Provide a short description of the Position:
    The NYWIC (New York Women, Infants, and Children) system is a statewide application that supports the administration of New York's WIC nutrition program, which provides nutritional assistance and health services to eligible women, infants, and children.

    The Division of Nutrition relies on custom applications to support the delivery of these programs. The NYWIC MIS-EBT project provides a .NET/Oracle-based platform that enables efficient program operations and ongoing enhancements to meet evolving business needs.

    Within this environment, the DataMart team is responsible for the design, development, and ongoing maintenance of the enterprise data warehouse and reporting layer supporting the NYWIC application. The team includes Business Analysts, Data Modelers, Informatica Developers, and OBIEE Developers who work collaboratively to deliver and sustain data solutions. The team continuously implements enhancements and updates to the DataMart as the core application evolves, ensuring accurate, reliable, and timely reporting for business users, program administrators, and regulatory stakeholders.

    This resource will serve as backup support for both Data modeling and ETL.

    1. Perform data analysis of current and future WIC systems, including system comparison, to support ongoing and future data needs.
    2. Collaborate with customers, vendors, and technical teams to gather requirements, perform gap analysis, and prioritize reporting needs.
    3. Design and maintain enterprise data architecture, including conceptual, logical, and physical data models, while performing ongoing data modeling and schema design.
    4. Define and enforce data standards, naming conventions, governance practices, and ensure data quality, integrity, and consistency across all environments.
    5. Develop and maintain documentation of business processes, workflows, and data flows using modeling techniques and flowcharts.
    6. Develop, review, and optimize ETL processes and mappings for data migration (Sybase, MS Access to Oracle), improving performance and efficiency.
    7. Design and support reporting solutions, including dashboards and prototypes, aligned with end-user requirements.
    8. Develop and execute test plans, scripts, and validation scenarios to ensure data accuracy and compliance with business requirements.
    9. Monitor and optimize database performance through query tuning, indexing, partitioning, and overall system optimization.
    10. Implement and maintain database security, access controls, auditing, and compliance with organizational and state data privacy requirements.
    11. Evaluate implementation strategies, identify risks and issues, and support resolution and mitigation planning.
    12. Provide technical guidance, conduct design reviews, mentor team members, and support release planning and post-implementation reviews.
    13. Facilitate and document meetings, support reporting development discussions, and ensure proper tracking of outcomes.

    Administrative tasks: Perform administrative duties including attendance at meetings and completion of NYS LATS timecard and monthly timesheets.

    What are the daily work hours?
    7:30AM-4:00PM OR 8:00AM-4:30PM, includes 30 mins unpaid lunch.
    The basic workweek and workday is 40 hours per week; 8.5 hours per day; Monday to Friday. The consultant may occasionally be required to work beyond the hours of the established workday or workweek based on operational need; be on-call to support maintenance/deployment efforts

    Position Mandatory Qualification (Per Attachment 7, Section 1.2.4)
    Software Architect

    • 72 Months Experience in Oracle database development, including advanced SQL/PL/SQL programming, performance tuning, optimization, and conversion of complex SQL, stored procedures, and SAS logic into Informatica mappings.
    • 84 Months Experience supporting OBIEE 11g/12c and Oracle Analytics Server (OAS), including development, enhancement, migrations, web catalog, RPD, and BI Publisher deployments across enterprise reporting environments.
    • 72 Months Experience administering OBIEE/OAS environments, including installation, configuration, upgrades, WebLogic administration, security setup, patching, migrations, and production support across DEV/QA/UAT/PROD
    • 84 Months Experience in OBIEE performance tuning and troubleshooting, including query optimization, cache management, RPD tuning, aggregate navigation, and report/dashboard performance improvements.
    • 48 Months Experience in data modeling and system analysis, including dimensional modeling, star/snowflake schema design, source-to-target mapping, and technical design documentation for enterprise data warehouses.
    • 48 Months Experience in ETL and BI testing, including test strategy development, SIT, UAT, regression testing, data validation, reconciliation, and defect resolution across BI and data warehouse systems.
    • 48 Months Experience in advanced data validation and troubleshooting using SQL/PL/SQL to ensure data integrity, accuracy, and consistency across enterprise data pipelines and reporting systems.
    • 48 Months Experience in end-to-end BI implementation and data governance, including requirements gathering, ETL development, semantic layer design, dashboard/report development, deployment, and enterprise data governance, lineage, and quality frameworks.
    • 72 Months Experience leading ETL teams and designing enterprise data integration architecture using Informatica, including data standards, governance, best practices, and mentoring for data warehouse initiatives.

    Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large scale software system.

    Additional Information Requests:

    Are there additional security requirements for the Authorized User?
    Yes
    The consultant will be required to undergo a background check. The paperwork must be submitted immediately upon job acceptance and a start date cannot be selected until all required submissions are accepted.
    The consultant will need a NYS Driver's License or Non-Driver ID to gain access to the building. Special instructions will be provided to candidates who do not have such an ID

    Will additional training potentially be required during the Engagement?
    Yes
    The NYS Office of Employee Relations (OER) sets mandatory training requirements that must be completed by all employees and consultants on an annual basis.
    Program staff will provide a Data confidentiality presentation prior to the consultant gaining access to the system.
    Program staff will provide Web-based user training so the consultant can familarize themself with the system.
    There may be additional Department of Health (DOH) and/or Office of Information Technology Services (OITS) agency-specific mandated training.

    What type and/or manner, of knowledge transfer is requested during the Engagement?
    Consultant will provide written documentation (including step-by-step instructions) and work with state staff to transfer knowledge gained to state and contract staff prior to departure.
    Consultant will prepare documentation and conduct formal/informal training sessions for effective transfer of knowledge in the areas needed for on-going support of the project.
    Periodic mentoring/training sessions may also be required for effective knowledge transfers. Consultant may need to define/document guidelines/standards with the team, and share examples.
    Consultant may share knowledge via peer review and critique.
