--- Project Description ---
This position will be responsible for a technical architect's lead
role on the Integrated Account System (IAS) Modernization
project. The candidate will also assist with developing a new
framework for all efforts under the DTF Modernization program.
A new assessment processing system is being developed as
part of the IAS modernization project. This will replace the
legacy CARTS billing system which is a COBOL/IDMS/DB2
system and associates intake applications with a system built
on strategic platforms. It will increase processing efficiency and
free up resources both at DTF and ITS as the maintenance of the
legacy system grows more challenging every year.
--- Day-to-Day Tasks ---
1. Guiding the technical design for modernization of legacy
systems.
2. Coordinating the technical solutions among various technical
support groups.
3. Making changes in multiple systems in real time to enable
changes requested by user group.
4. Implementing technical solutions.
5. Developing tax processing system components and
maintaining existing processing systems.
6. Supporting production tasks including analysis of issue,
proposing and implementing solutions for defect resolution.
7. Coordinating with development team on development
activities and integration testing.
8. Developing technical design documents and program
specifications.
9. Guiding requirements gathering sessions.
10. Guiding the analysis of requirements and system design
work.
11. Coding and performing unit and integration tests of
programming assignments.
12. Writing and tuning SQL
13. Supporting user testing efforts.
14. Performance tune new and existing applications.
15. Mentoring less experienced staff.
--- Required Qualifications ---
" 84 months experience with Government Taxation
organization which includes technical design, development,
maintenance and end user support of tax or audit systems.
" 84 months experience in designing processes
(Choreography/Orchestration Processes) using technologies
Like WebSphere Process Server (WPS), IBM CP4BA (BAW
IBM Cloud Pak for Business Automation), IBM CP4I (IBM
Cloud Pak for Integration)
" 84 months experience in Design, Development and
Management of Business Rules Architecture System
involving Rules Entry UI System invoking portable Runtime
Engine deployable in WPS (WebSphere Process Server),
Decision Service Design and Development using ADS
(Automation Decision Services IBM Cloud Pak for
Automation CP4BA).
" 84 months experience with SOA Component Development
Architecture using J2EE Technologies (JMS, CTG, IBM
EAD4J, JADE, Spring Framework, BPEL, IBM SCA/SDO
Component Architecture) and working with develop tools like
Elastic, Jenkins, GIT lab and JFROG.
" 84 Months Experience in system analysis and design
experience for multi-tiered transactional systems and writing
technical documents for multifaceted component-based
systems.
" 84 months experience with Java Programming in an IBM
Development Environment using IBM's Rational Application
Developer (RAD), WebSphere Integration Developer (WID) and
using WebSphere Application Server (WAS)/ WebSphere
Process Server as Runtime Environments.
" 36 months experience using IBM Red hat OpenShift Cloud Platform
and Micro Services Architecture.
" 84 months of experience in Java Messaging Services using
IBM MQ Series, IBM CP4I MQ (IBM Cloud Pak for Integration)
" 84 months of experience in IBM DB2 Data Modeling, creating
logical Data Models, performance tuning of applications
interacting with database systems.
