General Responsibilities Summary

Serves as the primary system administrator and technical support lead for all internal software systems and applications within the North Little Rock Electric Department. Responsible for user management, software evaluation, product purchasing, vendor liaison, user training, general IT troubleshooting, and general application security. Serves as the key liaison between North Little Rock Electric and City IT. Maintains the backend of the external website, manages the internal SharePoint platform, and supports multimedia design initiatives.

Essential Functions

The list of essential functions is not exhaustive and may be supplemented as necessary. Other duties may be assigned. Regular and predictable attendance and punctuality are essential functions of this position.

Application Administration & Direct Support: Serves as the primary administrator for all internal software applications and troubleshooting. Manages user access, including adding, updating, and deleting user accounts and permissions. Serves as the first line of direct support for resolving technical issues and software disruptions. Works directly with external software vendors and City IT to escalate and resolve complex technical issues beyond in-house scope.

City IT Liaison & Security Coordination: Acts as the primary liaison between North Little Rock Electric and the City IT Department. Coordinates with City IT to address complex technical problems, elevated permission requirements, product purchasing, and broader network infrastructure issues beyond in-house scope. Manages software-related security protocols, supports general cybersecurity readiness, and collaborates with City IT to address and remediate potential security concerns.

Training, Super-User Support & Software Evaluation: Responsible for developing and conducting basic onboarding training for new employees on software systems, as well as rollout training for new software implementations. Ensures department "super-users" are fully trained, supported, and equipped with necessary tools. Continuously evaluates internal software solutions to ensure departmental alignment, operational efficiency, and market cost-effectiveness.

Websites & Digital Platforms: Maintains and manages the backend administration of the departments external website and internal SharePoint site. Provides technical assistance and backend support to the multimedia design team as needed.

Bachelor's degree in Computer Sciences or related fields from accredited university and three years of system administration experience; or equivalent combination of education or experience that provide necessary knowledge, skills, and abilities to perform essential functions of this job. Governmental or utility information technology experience preferred.

A Class D drivers license and good driving record are required and must be maintained throughout employment.

The supervisor provides additional, specific instructions for new, difficult, or unusual assignments including suggested work methods or advice on source material available. The employee uses initiative in carrying out recurring assignments independently without specific instruction, but refers deviations, problems, and unfamiliar situations not covered by instructions to the supervisor for decision or help. The supervisor reviews some of the work, with more review of difficult or unfamiliar assignments.

GUIDELINES:

A number of specific guidelines are available; judgment is used in locating and selecting the most appropriate guidelines; minor deviations can be made in specific cases; significant deviations are referred to the supervisor. The employee rarely makes any decisions that affect persons or situations beyond the scope of his/her job.

The benefits below are for authorized full-time, non-uniformed employees. (Uniformed employees are sworn Police and Fire Department personnel.)

Holidays - Twelve (12) paid holidays per year.

Insurance - 100% premium payment for employee health insurance, 75% paid health insurance coverage for dependents; paid life insurance.

Workers Compensation - Coverage is provided for each employee for medical bills and work time lost due to on-the-job injuries.

Longevity Pay - After completing a full year of employment with the City of North Little Rock, an employee is granted longevity pay at the rate of $5.25 per month times the number of years employed.

Vacation - Accrual begins with date of hire with eligibility to use accrued vacation leave after six months of service. Vacation may be accumulated to a maximum of 30 days. Vacation is calculated:

Sick Leave - All full-time, regular, non-uniformed employees earn twenty (20) sick leave days annually with unlimited accumulation.

Discretionary Leave - Employees with two or more years of continuous service on January 1 of each year are granted 16-48 hours discretionary leave during that year, depending on length of service.

Retirement Plan - Mandatory and contributory, begins immediately.
