--- Project Description ---
Patient Characteristic Suevey (PCS), Aid to Localities Financial System
(ALFS Web), Human Resource Management Systems (HRMS) and
other projects as assigned.
The web-based Patient Characteristic Survey (PCS) is a biennial
survey conducted by the Office of Population Health and Evaluation unit
of the office of Mental Helath (OMH). The PCS collects demographic,
Clinical and Service related information for each person who receives
public mental health services and all programs licensed or funded by
the NYS OMH are required to complete the survey. The goal of this
project is to update the 2027 questions and maintain existing
application functionality. ALFS is a web-based OMH-developed
application that allows the Office of Mental Health's Bureau of
Community Budget and Financial Management (CBFM) to develop a
budget, allocate funds, disburse payments and ensure that funds are
expended in compliance with existing laws, regulations and guidelines
utilizing shared platforms wherever possible to enhance efficiency of
OMH applications. ALFS interfaces with several other systems as listed
in the Configuration Items section. Human Resource Management
Systems (HRMS) legacy application AS-IS analysis.
--- Day-to-Day Tasks ---
1. -Work closely with the project manager, technical team members and
other project stakeholders to provide guidance throughout the System
Development Life Cycle (SDLC).
2. -Work closely with Business Systems Analyst and the project team to
identify and scope the stated business problem, provide guidance and
recommend/execute approach to problem.
3. -Work as a liaison to stakeholders, software uses and Subject Matter
Experts to elicit, analyze, communicate, validate and verify the
requirements for complex changes to current business processes,
policies and information systems and for the development of new
business processes, policies and information systems.
4. -Conveys the demands of software users to the developers and
requirements artifacts.
5. -Create as-is and to-be business process flows and supporting
software to meet agency needs.
6. -Conduct requirements workshops and JAD sessions with agency
subject matter experts as one of the many techniques to be used to
elicit requirements.
7. -Create business requirements documents, context diagrams, business
requirements document (BRD), system "as-is and "to be states,
system specifications, use cases and workflow diagrams, report and
screen mockups, swim lane diagrams, and prototypes.
8. -Ensure that artifacts required by ITS governance process and Secure
Systems Development Lifecycle (SSDLC) are created and support the
project scope.
9. -Manage requirements through the life of the contract using a
requirements management plan and traceability to ensure coverage
between the source of each requirement and the test case(s) it will be
tested by.

" 84 Months Experience eliciting then analyzing the stakeholder's business
needs using a variety of analysis techniques and converting those into
verified and validated functional and non-functional requirements for
development
" 84 Months Experience in creating and maintaining software development
artifacts for communication of requirements, including context diagrams,
textual use cases, swim lane diagrams, report specifications, wireframes,
user interface specifications, and non-functional requirements specifications
" 84 Months Experience facilitating requirement workshops, JAD sessions and
structured walkthroughs, conveyed and met
" 72 Months Experience managing requirements throughout the Requirements
Management Lifecycle, including creation and execution of a Requirements
Management Plan, requirements traceability, establishing requirements
baselines and managing requirements change control.
" 64 Months Experience creating test plans and test cases and working with
users on User Acceptance Testing
" 64 Months Experience working on Health Care billing systems
" CBAP (Certified Business Analysis Professional) certification by the
International Institute of Business Analysis (IIBA)
