Job Title: Equipment Operator 2

Location: Mead, WA

About this position:

This position is responsible for the maintenance and operation of heavy equipment including snowplows, snow blowers, graders, excavators, and loaders during the Winter Recreation use season at Mount Spokane State Park. The Equipment Operator 2 will plow and clear the main mountain road and adjacent parking areas for visitors to have safe access to the Nordic, Alpine, and snowshoe recreation areas of the park.

Duties

Duties include, but are not limited to:

Performs roadway and parking lot snow removal and maintenance in State Parks and facilities:

  • Proficiently operates the following equipment on a two-lane road that, at times, will have heavy traffic: 12-yard dump truck with snowplow and sander, graders, front-end loaders, excavators, load-mounted snow blowers and truck mounted snow blower.
  • Performs removal of trees and other debris from roadways and parking areas that encumber visitor use.

Maintains heavy equipment:

  • Assists with maintenance on blowers, snowplows, sanders, front end loader, grader, and other equipment; performs basic maintenance functions and troubleshoots problems.
  • Assists with welding work, part repair, and replacement.
  • Breaks down equipment at end of season to include cleaning equipment, replacing filters, competing repairs and preparing equipment for summer storage; breaks down and cleans up shop; and transitions area from winter operations to summer operations.

Assists with basic park winter maintenance needs:

  • Assists with trail clearing, including tree removal, and snow removal from buildings and walkways, which may require hand shoveling for long periods.
  • Performs basic repairs to park facilities and assists with other construction projects as directed by supervisor.

Performs administrative duties regarding equipment use and time management:

  • Completes accurately and timely, time keeping records, and other agency documents, as assigned, including, but not limited to timesheets, fuel logs, equipment maintenance logs, equipment use logs, equipment repair logs, and supply needs.

Qualifications

REQUIRED QUALIFICATIONS:

  • Two (2) years of experience operating heavy equipment such as large tractors, graders, bulldozer, excavator with the various attachments, snowplows, and 5-12-yard dump trucks which requires knowledge of rules of safe operation of equipment, state motor vehicle laws and heavy equipment rules and a valid drivers license and a Class A Commercial Drivers License (CDL) from WA, OR, or ID must be obtained by the position start date, December 1st, 2026.

Uniform Information: All Equipment Operators are required to wear a uniform. A complete and properly worn uniform helps establish the professional identity of an Equipment Operator and promotes respect as a Washington State Parks employee. All Equipment Operators will receive 6 shirts, 1 baseball cap, and 1 safety vest.

Working Conditions: Work schedule is 5-days a week, 8-hour shifts. Work hours may be night shift working along in inclement weather.

Retirement and Deferred Compensation

State Employees are members of the Washington Public Employees Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems web site.

Holidays

Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.

Note: Employees who are members of certain Unions may be entitled to additional personal leave day(s), please refer to position specific Collective Bargaining Agreements for more information.

Full-time employees who work full monthly schedules qualify for holiday compensation if they are employed before the holiday and are in pay status for at least 80 nonovertime hours during the month of the holiday; or for the entire work shift preceding the holiday.

Part-time employees who are in pay status during the month of the holiday qualify for the holiday on a pro-rata basis. Compensation for holidays (including personal holiday) will be proportionate to the number of hours in pay status in the month to that required for full-time employment, excluding all holiday hours. Pay status includes hours worked and time on paid leave.

Sick Leave

Full-time employees earn eight hours of sick leave per month. Overtime eligible employees who are in pay status for less than 80 hours per month, earn a monthly proportionate to the number of hours in pay status, in the month to that required for full-time employment. Overtime exempt employees who are in pay status for less than 80 hours per month do not earn a monthly accrual of sick leave.

Sick leave accruals for part-time employees will be proportionate to the number of hours in pay status, in the month to that required for full-time employment. Pay status includes hours worked, time on paid leave and paid holiday.

Vacation (Annual Leave)

Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA). Full-time employees who are in pay status for less than 80 nonovertime hours in a month do not earn a monthly accrual of vacation leave.

Part-time employees accrue vacation leave hours in accordance with WAC 357-31-165(1) or the applicable collective bargaining agreement (CBA) on a pro rata basis. Vacation leave accrual will be proportionate to the number of hours in pay status, in the month to that required for full-time employment.

Pay status includes hours worked, time on paid leave and paid holiday.

As provided in WAC 357-58-175, an employer may authorize a lump-sum accrual of vacation leave or accelerate the vacation leave accrual rate to support the recruitment and/or retention of a candidate or employee for a Washington Management Service position. Vacation leave accrual rates may only be accelerated using the rates established WAC 357-31-165.

Note: Most agencies follow the civil service rules covering leave and holidays for exempt employees even though there is no requirement for them to do so. However, agencies are required to adhere to the applicable RCWs pertaining holidays and leave.

Military Leave

Washington State supports members of the armed forces with 21 days paid military leave per year.

Bereavement Leave

Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave. In addition, the employer may approve other available leave types for the purpose of bereavement leave.
