General Description of Position

The SNAP Employment & Training (E&T) Program Manager provides strategic leadership and operational oversight for the SNAP E&T Program, GAP Assistance Program, and other assistance programs at Southeast Community College. Reporting to the Dean of Continuing Education, this position is responsible for ensuring program effectiveness, regulatory compliance, fiscal stewardship, and participant success across all program activities.

Key responsibilities include developing and implementing program strategies that align with state and federal SNAP E&T requirements, managing program budgets and funding allocations, and ensuring accurate reporting and compliance with all applicable guidelines. The Manager collaborates with internal departments and external partners to expand access to education and training opportunities, supports participant recruitment and retention efforts, and oversees service delivery to ensure high-quality outcomes.

The SNAP E&T Program Manager plays a critical role in advancing economic self-sufficiency for participants by connecting them to education, skills training, industry-recognized credentials, and employment opportunities aligned with Nebraska's workforce priorities. This position also contributes to the development of career pathways, strengthens partnerships with employers and community organizations, and supports continuous program improvement through data analysis and performance evaluation. This is a full-time, temporary, grant-funded position, funded through March 2027.

Essential Functions

Strategic Leadership & Program Development

  • Develop and implement strategic plans to expand SNAP E&T, GAP Assistance, and other programming.
  • Establish annual performance benchmarks aligned with federal and state requirements.
  • Identify funding opportunities and support grant development initiatives.

Operational Management

  • Oversee daily operations of SNAP E&T, GAP Assistance, and other programs as they develop.
  • Ensure effective case management, documentation, and supportive service coordination.
  • Monitor participant flow, credentials attainment, and employment outcomes.
  • Ensure accurate participant eligibility determination and data integrity

Supervision & Staff Development

  • Supervise and evaluate program staff, including Career Placement Coordinator, Career Skills Coaches, and other assigned staff
  • Provide coaching, professional development, and performance feedback.
  • Foster a culture of accountability and student-centered service.

Compliance & Fiscal Oversight

  • Ensure compliance with SNAP E&T, GAP Assistance, and institutional regulations.
  • Oversee budget management, expenditure tracking, and reimbursement processes
  • Prepare required reports for state agencies and funding partners.
  • Ensure audit readiness and proper documentation.
  • Manage and align multiple funding streams to maximize program impact and sustainability

Workforce & Community Engagement

  • Build partnerships with Nebraska employers, workforce boards, and community agencies.
  • Represent SCC in workforce and community meetings.
  • Support SCC's training pathways with high-demand industries in the service area.

Data & Continuous Improvement

  • Analyze program performance data to inform decision-making
  • Lead continuous quality improvement efforts.
  • Ensure accurate reporting of credentials obtained and employment outcomes.

Participate in the Division Management Team

  • Participate with the Dean of Continuing Education to develop division goals and objectives, plan in-service programs for the division, evaluate and formulate division operating procedures and policies, and assess the overall performance of the division.
  • Supervise division operations during assigned evening and weekend hours.
  • Develop and maintain cooperative working relationships with all divisions and programs.

Professional Growth

  • Participate in professional conferences and meetings, relevant local, state, or national educational activities, and maintain relationships with professional counterparts and other institutions.
  • Serve as an educational adviser for individuals and training and development personnel for community and business organizations, as requested.

Marginal Functions

  • Identify grants and supportive internal and external funding avenues and resources to support the SNAP E&T Program.
  • Preparing routine correspondence, meeting agendas, or basic reports
  • Supporting data entry or documentation when needed
  • Representing the program at occasional community events, job fairs, or orientations
  • Delivering presentations to small groups when needed
  • Providing backup support for workshops or orientations
  • Assisting with the onboarding or training of new staff
  • Observing classes or training sessions for quality insight
  • Supporting special projects within Continuing Education
  • Assisting with cross-department initiatives
  • Participating in college committees or task forces
  • Collaborate with Continuing Education and Academic Programs to identify pathways for students that lead to short-term in-demand careers.
  • Perform other related duties within the division/program as assigned.
  • Perform other College functions and duties as assigned.
  • Must be able to work varied days, hours, shifts, locations, and campuses as required. Work schedules (hours/days/work location) are scheduled by Southeast Community College based on the needs of the College. Work hours, shifts, days, and work locations may vary depending on the needs of Southeast Community College and are subject to modification. Emergency or scheduled special activities may require hours outside of the regular workweek.

Required Knowledge, Skills and Abilities

  • Knowledge and experience in recruiting, screening, interviewing, hiring, supervising, and evaluating staff.
  • Ability to manage and monitor a budget using sound fiscal practices.
  • Knowledge of federal and state workforce programs, including SNAP Employment & Training (E&T) and GAP Assistance Program requirements.
  • Ability to initiate, organize, and direct a group in activities such as budget preparation, needs assessment, new class development, planning committees, budget preparation, and other assigned activities.
  • Strong program management and organizational skills, including the ability to oversee multiple initiatives simultaneously, with excellent follow-through.
  • Self-starter and team player.
  • Ability to develop and sustain partnerships that support participant success and workforce alignment.
  • Ability to analyze data and use results to improve program effectiveness.
  • Proficient in software applications (e.g., Microsoft Word, Excel)
  • Ability to communicate effectively in writing, in person, and on the phone.
  • Ability to use basic computer skills.
  • Ability to lift and carry up to fifty (50) pounds for short distances and move tables, chairs, and media equipment when necessary.
  • The individual must possess the above skills and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities.

Minimum Qualifications

  • Bachelor's degree in public administration, education, workforce development, or a related field.
  • Minimum of three (3) years of workforce development, adult education, or a related field.
  • Supervisory experience.
  • Demonstrated budget and program management experience.

Desired Qualifications

  • Master's Degree in public administration, education, workforce development, or a related field.
  • Administrative-level work experience in higher education, training and development, or program quality improvement or oversight.
  • Experience in project management.

Salary

$57,185 per year

Benefits

SCC BEN Dollars - Eligible Employees: Full-time status. Regular employees with an FTE of 0.75 or greater will be eligible for SCC Ben Dollars. All employees will be required to elect a health insurance option. If the cost of insurance coverage selected by an employee exceeds the SCC Ben Dollars available, all additional costs will be withheld from the employee's paycheck. Any SCC Ben Dollars that the employee does not elect to use for the purchase of dependent health and dental insurance will be paid to the employee in cash at $0.93 per $1.00 benefit dollar. All amounts paid are subject to withholding for income and employment taxes, but not subject to the College's contribution toward the Retirement Savings Plan - Group Retirement Account (GRA).

Schedule

Normal working hours for this full-time regular position are scheduled between 7:30 a.m. and 5:30 p.m., Monday through Friday, requiring a minimum of a 40-hour workweek, based on a 260-day work calendar. Scheduled special activities, emergencies, or temporary schedule changes may require hours outside of the regular workday or workweek.
