Job Title: Site Safety and Health Officer (SSHO) - Federal Construction

Job Description

This role serves as the full-time Site Safety and Health Officer (SSHO) for a federal construction project, focusing on safety and compliance throughout all construction activities. The SSHO ensures adherence to federal, state, and local safety regulations, implements and administers the Accident Prevention Plan (APP), and acts as the designated Competent Person for multiple safety disciplines on-site.

Responsibilities

• Serve as the full-time Site Safety and Health Officer (SSHO) on-site during all construction activities.
• Ensure strict compliance with 29 CFR 1926, EM 385-1-1, OSHA standards, and all applicable federal, state, and local safety regulations.
• Implement, administer, and continuously monitor the Accident Prevention Plan (APP) for the project.
• Act as the designated Competent Person for fall protection, ensuring safe work practices and proper use of fall protection systems.
• Act as the designated Competent Person for excavation and trenching, overseeing safe excavation operations and protective systems.
• Act as the designated Competent Person for scaffolds and ladders, verifying proper setup, use, and inspection of access equipment.
• Act as the designated Competent Person for rigging and cranes, monitoring lifting operations for safe rigging practices and crane use.
• Act as the designated Competent Person for fire and life safety, ensuring appropriate prevention measures, emergency procedures, and readiness.
• Provide qualified alternate safety coverage when temporarily off-site, as required by project and regulatory standards.
• Conduct and support safety training and toolbox talks to reinforce health and safety expectations and best practices.
• Monitor construction safety conditions daily and promptly address hazards, unsafe behaviors, and non-compliance issues.
• Maintain documentation and records related to safety inspections, incident reports, training, and regulatory compliance.
• Collaborate with construction teams, supervisors, and stakeholders to integrate safety requirements into work planning and execution.
• Promote a strong safety culture on-site by encouraging proactive hazard recognition and continuous improvement in safety performance.
• Support compliance efforts specific to federal construction requirements and client safety standards.

Essential Skills

• OSHA 30-Hour Construction Safety training completed within the last 5 years.
• At least 7+ years of construction safety experience, or a Safety & Health degree plus 5+ years of construction safety experience.
• Demonstrated experience in construction site safety management, particularly in federal construction environments.
• Thorough knowledge of OSHA construction standards, including 29 CFR 1926.
• Ability to implement and administer an Accident Prevention Plan (APP) on active construction projects.
• Capability to serve as a Competent Person for fall protection, excavation and trenching, scaffolds and ladders, rigging and cranes, and fire/life safety.
• Meets all training and qualification requirements of EM 385-1-1.
• Strong understanding of health and safety principles, safety training practices, and regulatory compliance.
• Proven ability to work on-site throughout construction activities and respond promptly to safety concerns.
• Effective communication skills to engage with construction teams and convey safety expectations clearly.

Additional Skills & Qualifications

• Current professional safety certification (such as a recognized safety credential) is preferred.
• Experience working on federal construction projects and with federal agencies is advantageous.
• Background in commercial construction safety is beneficial.
• Experience delivering safety training and promoting health and safety culture on construction sites.
• Ability to collaborate with diverse project stakeholders while maintaining firm safety standards.
• Strong attention to detail and documentation skills for compliance tracking and reporting.

Work Environment

This position is based on-site at a federal health care facility during a roof replacement project on the main hospital. The work environment is a large, operational medical campus with active construction areas, requiring careful coordination between construction activities and ongoing healthcare operations. The role involves regular presence on the construction site, including exposure to typical construction conditions such as outdoor work, varying weather, noise, and the use of scaffolds, ladders, cranes, and other equipment. The environment is highly regulated, with close adherence to federal construction and safety standards, and requires professional attire and appropriate personal protective equipment suitable for a healthcare-related federal facility and active construction site.

Job Type & Location

This is a Contract position based out of North Chicago, IL.

Pay and Benefits

The pay range for this position is $40.87 - $48.07/hr.
