Job Title: Site Safety and Health OfficerJob Description

We are seeking an experienced Site Safety and Health Officer (SSHO) to serve as the primary onsite safety representative for a renovation project at NAS Oceana. In this role, you implement, monitor, and enforce all project safety requirements in accordance with EM 385-1-1, OSHA standards, and site-specific safety plans. You independently manage all safety functions on an active federal construction renovation project, ensuring a safe work environment for all trades and personnel.

Responsibilities

  • Serve as the primary onsite safety representative for an active renovation project at NAS Oceana.
  • Implement, monitor, and enforce all project safety requirements in accordance with EM 385-1-1, OSHA standards, and site-specific safety plans.
  • Independently manage all site safety functions from project startup through completion on a federal construction project.
  • Identify, assess, and mitigate risks in an active construction environment to prevent accidents and incidents.
  • Conduct regular site safety inspections and audits to verify compliance with EM 385-1-1 and OSHA requirements.
  • Lead and document incident investigations, including root cause analysis and corrective action recommendations.
  • Develop, maintain, and update accident prevention plans and other safety-related documentation as required.
  • Confidently enforce safety standards and procedures across all trades and subcontractors on site.
  • Communicate safety expectations, findings, and corrective actions clearly and professionally to field personnel, subcontractors, and project leadership.
  • Provide ongoing safety guidance, coaching, and leadership to promote a strong safety culture on the project.
  • Coordinate with project teams involved in USACE, NAVFAC, and other federal construction work to ensure alignment with safety requirements.
  • Maintain accurate and timely safety records, reports, and documentation throughout the duration of the project.

Essential Skills

  • Previous experience serving as a Site Safety and Health Officer (SSHO) on construction projects, preferably federal construction.
  • Strong understanding and working knowledge of EM 385-1-1 requirements and their practical application on construction sites.
  • OSHA 30-Hour Construction Certification.
  • Minimum 24 hours of formal Safety and Occupational Health (SOH) training.
  • 40-Hour EM 385-1-1 Certification.
  • Competent Person (CP) and/or Qualified Person (QP) training totaling a minimum of 16-24 hours.
  • Proven ability to identify and mitigate risks in an active construction environment.
  • Confidence and authority in enforcing safety standards across all trades and subcontractors.
  • Strong documentation skills, including accurate reporting, recordkeeping, and incident investigation write-ups.
  • Effective communication skills with field personnel, subcontractors, and project leadership.
  • Demonstrated leadership skills in promoting and maintaining a strong safety culture on construction projects.
  • Ability to work independently and manage all site safety functions with minimal supervision.
  • Experience conducting site inspections, safety audits, and incident investigations on construction sites.
  • Background in construction safety within USACE, NAVFAC, or other federal construction environments.

Work Environment

This position is fully onsite at NAS Oceana on an active renovation project within a federal construction environment. You work closely with field personnel, subcontractors, and project leadership in a dynamic construction setting where safety is a core priority. This is a Contract to Hire position based out of Virginia Beach, VA.

Pay and Benefits

The pay range for this position is $120000.00 - $140000.00/hr.
