Site Safety and Health Officer (SSHO) - Primary and Alternates

The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning. When on site, work may involve tropical heat and humidity, rain, uneven terrain, stairs/ladders, construction noise, required PPE, and extended, weekend, outage, emergency, or alternate-shift hours.

About ERP and the Project

Energy Resilience Partners, LLC (ERP) is a tribally led SBA 8(a) federal contractor advancing energy resilience and mission assurance. ERP is deploying a project team for the Fort Buchanan installation-level microgrid in Puerto Rico. The work includes diesel generation, medium-voltage distribution, microgrid controls, protective relaying, fuel infrastructure, fiber communications, optional BESS, integration of existing renewable generation, and full system commissioning.

Position Summary

Lead the project safety and occupational health program under EM 385-1-1, OSHA, applicable Puerto Rico requirements, and the accepted Accident Prevention Plan. The SSHO has stop-work authority, must be on duty whenever work is active, and may not also serve as the CQC Manager or Superintendent.

What You Will Do

• Prepare and maintain the Accident Prevention Plan, safety plans, and Activity Hazard Analyses for each definable feature of work.
• Conduct daily site inspections, worker and visitor indoctrination, weekly worker safety meetings, monthly supervisory meetings, and mishap investigations.
• Enforce controls for PPE, excavation, scaffolding, fall protection, hazardous energy, confined spaces, lifting, electrical work, chemical/physical/biological hazards, and emergency response.
• Participate in preparatory and initial QC meetings and integrate safety controls with upcoming work.
• Maintain OSHA records, deficiency tracking, training records, permits, inspection logs, and daily safety reports attached to CQC reports.
• Verify subcontractor compliance and stop work when safety or occupational health is compromised.

Minimum Qualifications

• OSHA 30-Hour Construction certification and current First Aid/CPR/AED.
• Either 10 years of demonstrable SSHO experience on similar projects OR a college degree plus 5 years of construction-industry safety experience on similar projects.
• At least 120 hours of documented safety and health coursework completed during the past 4 years and applicable to the project work.
• Documented training in PPE, hazard communication, excavation, scaffolding, fall protection, hazardous energy, confined space, and health-hazard recognition and control.
• Ability to serve as an exclusive-duty SSHO, work the assigned shift on site in Puerto Rico, obtain Government acceptance, and secure installation access.

Preferred Qualifications

• CSP, CHST, ASP, CIH, or STS certification.
• EM 385-1-1, medium-voltage electrical, crane/rigging, fuel-system, BESS, and federal construction experience.
• Bilingual English/Spanish.

• This is a contingent opportunity dependent on contract award/NTP, project funding, final staffing authorization, Government acceptance when required, and successful installation-access processing.
