Overview
The Site Manager serves as the senior on-site leader and designated management representative responsible for the overall administration, direction, and performance of a large-scale Protective Services contract supporting NASA operations. This position has full authority and accountability for contract execution, workforce management, financial performance, regulatory compliance, customer satisfaction, and achievement of all contractual objectives.
The Site Manager provides executive-level leadership for all Protective Services functions, including physical security, industrial security, personnel security, emergency management, communications and control center operations, access control, investigations support, and force protection activities. The incumbent exercises significant independent judgment and discretion in directing organizational resources, establishing operational priorities, developing business strategies, and making decisions that impact contract performance, employee relations, customer support, and mission success.

Qualifications
Minimum Qualifications:
Bachelor''s degree in Criminal Justice, Homeland Security, Emergency Management, Business Administration, Security Management, Public Administration, or a related field.
Equivalent combinations of education, military service, law enforcement experience, and progressively responsible management experience may be considered as permitted by contract requirements.
Minimum of five (5) years of progressively responsible management experience within law enforcement, physical security, military police, force protection, emergency management, or protective services organizations, or eight (8) years in a supervisory position with up to 30 or more personnel.
Experience managing operational budgets, workforce planning, resource allocation, performance management programs, and strategic initiatives.
Current or previously held POST certification or equivalent federal, state, military, or law enforcement training preferred.
Active Top Secret security clearance, or the ability to obtain and maintain one as required by the contract.
Successfully pass background and drug screening.
Knowledge, Skills and Abilities:
Demonstrated ability to lead large, diverse organizations through subordinate managers and supervisors.
Ability to exercise sound judgment, discretion, and independent decision-making on matters of organizational significance.
Strong business acumen with experience in strategic planning, organizational development, and operational leadership.
Ability to balance competing priorities while maintaining high levels of performance and customer satisfaction.
Extensive knowledge of contract management principles, workforce administration, financial management, budgeting, and resource planning.
Knowledge of quality assurance methodologies, performance measurement systems, and continuous improvement practices.
Ability to interpret contractual requirements, regulations, directives, policies, and operating procedures.
Comprehensive knowledge of physical security, industrial security, personnel security, emergency management, force protection, investigations support, and access control programs.
Knowledge of risk assessment, threat analysis, vulnerability mitigation, crisis management, and critical infrastructure protection.
Familiarity with federal security regulations, NASA directives, and government security operations.
