    Position at Port Authority Trans-Hudson

     

    Reporting to and receiving directions from the Principal Signal Engineer and Chief Signal Supervisor. The incumbent is responsible for development, implementation and coordination of the PATH Signal Training Programs for the PATH PS&C Division, proactively ensuring compliance with Federal Railroad Administration (FRA) mandated training requirements, rules, and regulations (including Part 243) as well as AREMA recommendations, manufacturer instructions, and Port Authority Trans-Hudson best practices/standard instructions/standard operating procedures. 

     

    This position may qualify as a Maintenance-of-Way employee as defined in Part 219 of Title 49 of the CFR and will be subject to prohibition of use and testing positive for Alcohol and Drugs. 

     

    Responsibilities 

    ·                   Maintain an official roster of mandated training courses and the employee titles that are required to attend these courses and required refresher/recertification schedules.  Official sign-in sheets and test score data shall be entered into electronic record keeping. 

    ·                   Schedule training classes for both newly hired and existing employees. 

    ·                   Ensure that all required materials and documentation for required training courses are up to date and available for distribution. 

    ·                   Engage in scheduled group workshop activities with fellow employees to develop training material, testing instructions, maintenance standards, and customization of Maintenance Management System and Electronic Record Keeping Software.  

    ·                   Supervise PATH PS&C signal trainees and manage performance for all employees (corrective action/discipline) 

    ·        Create, design and develop training programs (both outsourced and in-house). 

    ·                   Choose appropriate training methods per course (simulations, hands-on activities, experiments, craft mentoring, on-the-job training, classroom training, lectures, etc.) 

    ·                   Conduct PS&C Division needs assessment and identify skills or knowledge gaps  

    ·                   Design and prepare lesson plans, daily planners, course outlines, educational utilities, learning materials, study aids, homework assignments, quizzes (skills inventories), practical exercises, written examinations, learning materials from existing material and edit as needed to meet changes in technology used for in-service equipment/apparatus/installations. 

    ·                   Assess instructional effectiveness and summarize evaluation reports determining the impact of training on employee skill levels. 

    ·                   Partner with internal stakeholders, coordinate activities with experienced personnel, and consult subject matter experts regarding instructional design. 

    ·                   Maintain updated curriculum database and training records. 

    ·                   Conduct and Supervise training sessions for employees on all three daily shifts, weekdays, and weekends as necessary in the classroom, training center, field/track area and off-site locations. 

    ·                   Assist in the design and construction of a state-of-the-art Signal Training Facility.  

    ·                   Review, manage, and maintain in-house training facilities and equipment. 

    ·                   Process and produce input to FRA reports related to training requirements. 

    ·                   Perform required Part 217 efficiency testing. 

    ·                   Prepare yearly budgetary information related to training for the Superintendent of PS&C Division. 

    ·                   Assist in the formulation, implementation, and performance evaluation of PS&C Division Standard Operating Procedures. 

    ·                   Participate in the revision of existing Standard Instructions for Testing Signal Apparatus and assist in the creation and maintenance of PS&C Signal Maintenance Procedures. 

    ·                   Procure, organize, and document materials, supplies and tools for training and special projects 

    ·                   The incumbent may be assigned as relief for other Signal Supervisors as necessary to maintain coverage and service  

    ·                   Perform other duties as assigned. 

     

     

     

    Minimum Qualifications 

    ·                   Bachelor’s Degree in Electrical, Electronic, or Computer Engineering from an accredited college or university.  Railroading Signaling / Instructor Experience may be substituted. 

    ·                   Knowledge and understanding of FRA regulations and mandated training and ability to ensure that PATH is compliant with these regulations. 

    ·                   Thorough understanding of the PATH ATC Signal System or similar ATC/CBTC System. 

    ·                   Knowledge and experience with procedural development of training programs in a transit environment. 

    ·                   Excellent oral and written communications, presentations skills, and interpersonal skills. 

    ·                   Experience in successfully working with diverse employee groups and organizations; demonstrated ability in problem analysis, solution formulation, and corrective resolution and project management. 

    ·                   Demonstrated ability to ensure complete confidentiality  

    ·                   Demonstrated ability to work independently and prioritize multiple assignments with competing deadlines. 

    ·                   Demonstrated ability to interact successfully with all levels of management, across various departments/divisions, and with external contacts and agencies. (consider combining the bottom bullet) 

    ·                   Ability to effectively interface and communicate with internal staff, customers, partners, and vendors. 

    ·                   Demonstrated railway signaling leadership experience  

    ·                   Must possess and maintain a valid driver's license for operating a vehicle. 

    ·                   Must be able to work in diverse physical work environment including but not limited to tunnel areas and tight signal spaces. Incumbent must have physical ability to climb and work in tunnels and open rail yards with active electrified track, calling for considerable standing, bending, climbing and walking on railroad ties, stone ballast and metal gradings, and in a heavy equipment facility.  

    ·                   Must have color acuity, to correctly identify signal aspects and distinguish basic colors.  

    ·                   If not already held, position is required within one year to successfully obtain and maintain a PATH Employee In-Charge (EIC) Roadway Worker card without restrictions. 

    Desired Qualifications 

     

    ·                   BS or MS Degree in Electrical, Electronic, or Computer Engineering from an accredited college or university. 

    ·                   10 years’ experience in the maintenance, inspection, testing, troubleshooting and repair of Railway Signaling installations. 

    ·                   Previous experience in the signal design and construction process. 

    ·                   3 years’ experience conducting technical instruction and training in the classroom and field environment. 

    ·                   Knowledge of basic computer applications including Microsoft Suite (i.e. One Drive, Teams, Office and KB MMS).  

    ·                   Experience using various types of meters (i.e. Insulation resistance testers, ground resistance testers, analog meters, digital multi-meters, Amp probe / clamp meters, Watchdog short finders, insulated joint testers, relay test kits, etc.) associated with Railway Signal maintenance, inspection, testing, and troubleshooting.  

    ·                   Experience in wiring and mounting signal equipment/signaling apparatus as permanent installations for signal training purposes. 

    ·                   Experience in the installation of wayside equipment associated with PTC compliant train control systems. 

    ·                   Ability to read and interpret plc ladder logic, vital signal logic and conventional signal circuits.

    The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:​

    Minimum: $96,148   Midpoint: $124,997   Maximum: $153,842​
