Short Term Technical Consultants - Countering Trafficking in Persons in the Northern Triangle:
Counterpart International seeks short- and long-term technical assistance for an anticipated TIP Office-funded countering trafficking in persons (CTIP) project in the Northern Triangle. Consultants will help partners adapt, integrate, and scale technology and systems that support trafficking prevention, victim protection, and effective responses to trafficking crimes. Applicants may specialize in one or more of the areas below; expertise in all areas is not required. All applicants must have professional experience in the Northern Triangle and professional fluency in Spanish. This position is contingent upon award, with a proposed project start date of April 2027. The final start date, duration, duty station, and scope will depend on the approved award.
Areas of technical expertise:
- Scaling technology through public private partnerships
- Help government, civil society, and technology companies expand effective CTIP technologies and tools. Develop partnership arrangements, integration plans, operating models, and financing and maintenance approaches that support adoption and scale.
Integrated machine learning:
- Integrate machine learning into existing CTIP systems and workflows, including Spanish-language text analysis, information classification, and decision support. Assess data readiness, validate performance, and build in human review and model monitoring.
Anonymity and privacy in technology applications:
- Design and test reporting, referral, and communication tools that protect users' identities and sensitive information. Apply privacy engineering, data minimization, secure access, and appropriate de-identification; assess re-identification risks and clearly communicate limits to anonymity.
- Dashboard autonomy and local ownership
- Enable partner institutions to operate, update, and maintain dashboards to inform evidenced based decision-making. Develop automated alert systems, data pipelines, configurable reports, access controls, and documentation, supported by practical administrator training and sustainable maintenance arrangements.
Predictive analytics:
- Assess whether available data can support credible early warning, trend analysis, or resource prioritization.
- Other emerging technologies for counter trafficking
- Contribute relevant expertise in areas such as mobile applications, secure system interoperability, digital referral and case management, geospatial or network analysis, responsible generative AI, privacy-preserving analytics, and technology responses to online recruitment or forced criminality in cyber scams.
Qualifications:
- At least five years of relevant professional experience and demonstrated technical depth in one or more listed specialties, supported by examples of applied work.
- At least five years of experience designing, building, and testing software systems using engineering principles, with demonstrable experience modifying and optimizing code and software systems using appropriate programming language (e.g., Java, Python, C++, JavaScript, C#)
- Professional experience implementing technology, data, or digital transformation work in at least one Northern Triangle country, with understanding of local institutional and user needs. Preference for professional experience designing and implementing national level tools and systems for the public sector and/or civil society organizations
- Professional fluency in spoken and written Spanish is required, including the ability to work directly with partners and deliver technical assistance in Spanish.
- Experience applying technology in CTIP, victim protection, justice, public-interest technology, or another context involving vulnerable populations or sensitive information.
- Ability to translate technical concepts for nontechnical audiences and develop maintainable solutions appropriate to partner resources and connectivity.
- Demonstrated attention to privacy, security, responsible data use, and risks to people affected by the systems being developed.
- Relevant degree in computer science, data science, engineering, information systems, or a related field, or equivalent professional experience.
