Duties

Help

Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.

Serves as the installation Sexual Assault Response Coordinator (SARC) to comply with Department of Defense (DoD) requirements, developing and managing prevention and support programs and activities for sexual assault and other areas of interpersonal violence and victim needs as directed by the commander.

Ensures the development and implementation of prevention programs relating to sexual assault.

Develops, implements, and maintains an installation victim support system which must address a wide variety of issues and problems.

Serves as the installation commanders consultant for all sexual assault issues and represents the commander and vice commander on committees, working groups, conferences, and community meetings.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Standard for Professional and Scientific Positions.

BASIC REQUIREMENT

  • Degree in behavioral or social science or related disciplines appropriate to the position.
  • OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
  • OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

In addition to meeting the basic requirement above to qualify for this position, you must also meet the qualification requirements listed below.

SPECIALIZED EXPERIENCE

Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband (NH-02) equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in administering, managing, developing, and implementing all aspects of a program. Experience interpreting and implementing policy and knowledge of the military DoD Sexual Assault Prevention and Response (SAPR) program, victim advocacy, or advocacy services.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities, and/or competencies in the following areas:

  1. Knowledge of laws, regulations, executive orders, issues, etc. relating to victim advocacy, sexual assault, and other acts of interpersonal violence.
  2. Knowledge of a wide range of social science and social work principles and concepts and practices relating to the prevention of and response to sexual assault and other acts of interpersonal violence.
  3. Knowledge of social services delivery systems and concepts, principles, and theories relating specifically to sexual assault and other acts of interpersonal violence.
  4. Skill in assessing program needs to accomplish goals and objectives, evaluate program status, and recommend and/or implement solutions for improvements.
  5. Skill in applying tact and diplomacy during difficult circumstances to advise and inform individuals and high-level officials on complicated, sensitive, and sometimes controversial issues.
  6. Ability to establish and maintain effective working relationships with organizations and individuals to identify, establish, modify, and provide victim support assistance.

PART-TIME OR UNPAID EXPERIENCE

Credit will be given for appropriate unpaid and/or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
