Description

Title: SEWP VI Program Manager

Location: Chantilly, Virginia

Position summary

Trigent Solutions seeks a SEWP Program Manager to own day-to-day execution, compliance and growth of our NASA SEWP VI contracts, with the period of performance expected to start November 1, 2026. This person will be the named Program Manager (PM) of record with the NASA SEWP Program Management Office (PMO) and the primary point of contact for our Contract Holder Relationship Manager (CHRM). This role is based on-site at our office in Chantilly, Virginia, and local candidates are preferred.

About the role. Trigent holds SEWP VI in two capacities: as a Prime Contract Holder and as a member of a Joint Venture (JV) Contract Holder, each with its own UEI and contract number. NASA treats these as two separate Contract Holders. Under SEWP VI rules, one person may serve as PM for only one Contract Holder but may serve as Deputy PM (DPM) for others. This role will serve as PM for the Prime Contract Holder and DPM for the JV Contract Holder, working alongside the JV's designated PM.

NASA holds the Contract Holder - not its partners, distributors or subcontractors - responsible for all contractual, programmatic and order-level performance. The PM is the person who keeps that performance record clean while growing revenue.

Key responsibilities

Contract and program management

  • Serve as the named PM (or DPM) of record with the SEWP PMO; acknowledge all Program Performance notices within 1 business day, as SEWP VI requires.
  • Attend, or send a representative to, every SEWP Program Manager's Meeting; missed meetings count toward Dormant status.
  • Administer the Contract Holder Only Page (CHOP): register staff, assign access and reporting roles, and keep a separate JV-specific email domain and accounts for the JV entity.
  • Notify the PMO immediately of any PM or DPM change, and keep two named individual contacts (no aliases) listed at all times.
  • Maintain two compliant SEWP websites, one per Contract Holder, each with a downloadable ordering guide updated within 10 business days of any contract modification, Fair Opportunity information, program support contacts and Section 508 compliance.

Catalog, pricing and Technology Refresh

  • Plan and submit Technology Refresh (TR) files to add, update and end-of-life CLINs in the SEWP Database of Record; a single data error fails the whole TR.
  • Ensure every quoted item is on contract, in scope by UNSPSC code, and correctly flagged for Trade Agreements Act (TAA) compliance.
  • Keep SEWP prices at or below our GSA Schedule price after adjusting for the fee difference (0.34% SEWP vs. 0.75% GSA).
  • Build the 0.34% SEWP fee into every price and remit it quarterly based on customer payments.
  • Use To-Be-Quoted (TBQ) CLINs and specialized CLINs (ODC-Z, Delivery-Z) correctly.

Quoting and order compliance

  • Run the RFQ intake and bid/no-bid process; respond to all QRT requests only through the CHOP quote tool, never directly to the customer.
  • Ensure the CLIN verification file matches every quote, and that we honor quoted prices and delivery dates.
  • Confirm a SEWP Control Number (SCN) is issued before any order, modification or credit-card order is fulfilled.
  • Submit monthly progress updates on service orders and final closeout reports.
  • Enforce RFQ confidentiality: share requests only with partners we take contractual responsibility for, and hold those partners to the same rules.

Regulatory and socio-economic reporting

  • File the annual Summary Subcontracting Report (SSR) in eSRS between October 1 and October 30, and resubmit within 30 days if rejected.
  • Deliver the annual Limitations on Subcontracting (FAR 52.219-14) certification to the SEWP Contracting Officer by October 30.
  • Track SAM registration, 5-year re-representation, assignment of claims and CPARS on orders above the Simplified Acquisition Threshold.

Growth and capture

  • Build and manage the SEWP pipeline across federal agencies, including NASA, DoD and civilian customers.
  • Pursue agency Strategic Storefronts and BPA Storefronts, and position Trigent for recurring order streams.
  • Recruit and manage OEM, distributor and teaming relationships, documenting them in Meaningful Relationship Commitment Letters where needed.
  • Train internal sales staff on SEWP rules so that customer outreach never triggers a zero-tolerance downgrade.
  • Use PMO reports (weekly orders/RFQs/quotes, CLIN download, delivery and annual agency reports) to target agencies and set win-rate goals.

Performance rating stewardship

  • Keep both Contract Holders at a Blue (Excellent) Program Performance rating across customer satisfaction, information distribution, contract adherence and delivery.
  • Lead corrective action on any strike or downgrade, and prevent the slide toward Dormant status or off-ramping.

Required qualifications

  • 5+ years in federal IT contract or program management, with at least 3 years working directly on NASA SEWP V as a PM, DPM, contracts manager or SEWP operations lead.
  • Hands-on experience with the SEWP Contract Holder portal, QRT quoting, Technology Refresh submissions and SCN-based order processing.
  • A track record of keeping a Contract Holder at a Green or Blue Program Performance rating, and handling PMO performance correspondence.
  • Working knowledge of FAR Parts 8, 16 and 19, Fair Opportunity (FAR 16.505), TAA (FAR 25.4) and small business subcontracting (FAR 52.219-9 and 52.219-14).
  • Experience filing eSRS subcontracting reports and managing SAM registrations.
  • Experience with multi-award GWACs and IDIQs, including pricing strategy against GSA Schedule pricing.
  • Strong Excel and data skills to build, validate and reconcile large CLIN catalogs.
  • Excellent written communication with government Contracting Officers, agency buyers and OEM partners.
  • Ability to work on-site at our Chantilly, Virginia office.
  • U.S. citizenship or eligibility to work with federal customers [confirm any clearance needs].

Preferred qualifications

  • Experience managing SEWP for more than one Contract Holder, or for a JV or mentor-prot g entity.
  • Capture or business development success on SEWP, with documented order volume or win rates.
  • Experience establishing or growing agency Strategic Storefronts or BPAs.
  • Existing relationships with IT OEMs and distributors (for example, authorized reseller programs).
  • Familiarity with Supply Chain Risk Management (SCRM) and counterfeit-prevention practices.
  • Knowledge of Section 508 accessibility requirements for public websites.
  • Certifications such as PMP, CFCM, CPCM (NCMA) or Shipley capture training.
  • Bachelor's degree in business, contracts management or a related field; equivalent experience considered.

What success looks like

Success in year one means both Contract Holders stay at Blue while SEWP becomes a steady revenue channel.
