Senior Tyler HCM Consultant (Munis / Enterprise ERP)

We are looking for a Senior Tyler HCM Consultant with hands-on Tyler Enterprise ERP / Munis HCM & Payroll experience to serve as an independent advisor to a TECKpert client (Midwest county government) on a fully remote engagement.

Position Overview

The Senior Tyler HCM Consultant will serve as an independent advisor to our TECKpert client during a Phase 2 Tyler Enterprise ERP HCM implementation covering Human Resources & Talent Management, Recruiting, Risk Management, Payroll, Time & Attendance, and Advanced Scheduling. Tyler Technologies is delivering the implementation and project management; the consultant provides independent oversight, HCM/payroll subject-matter expertise, testing and data-conversion assurance, and go-live readiness assessment. This role does NOT duplicate Tyler's routine project management.

Key Responsibilities

• Provide independent assessment and oversight of the Tyler Enterprise ERP / Munis HCM implementation using deep expertise in Tyler HCM and Payroll.
• Perform an initial Project Health Assessment: review contracts, statements of work, implementation plans, schedules, risks, governance, and controls; deliver prioritized recommendations within 45 days of contract execution.
• Provide targeted ongoing project oversight: periodic project-status reviews, escalation of vendor issues, evaluation of scope changes, monitoring of Tyler deliverables, participation in executive steering meetings, and independent executive-level project reporting.
• Serve as HCM/Payroll SME across HR, Payroll, Time & Attendance, Advanced Scheduling, Recruiting, Benefits, Employee Self-Service, Data Conversion, Interfaces & Integrations, and Security & Roles.
• Provide independent guidance and review of data conversion strategy, testing strategy and acceptance criteria, defect management, and parallel payroll testing (Position Control, Applicant Tracking, State Retirement Tables, Payroll Employee Master, Accruals, Deductions).
• Deliver a written Go-Live Readiness Assessment covering data-conversion accuracy, open defects, interfaces and integrations, end-user training, business-process readiness, cutover plans, and operational readiness.
• Provide post-go-live stabilization support, critical issue escalation, and production validation.
• Author monthly reports to the client's project manager and key stakeholders.

Required Skills and Experience

• Hands-on Tyler Enterprise ERP / Munis HCM and Payroll experience (implementation, upgrade, or advisory).
• Prior local, county, or state government ERP implementation experience.
• Independent project oversight and IV&V experience: vendor accountability, project governance, issue resolution, testing, data conversion, and go-live readiness.
• Deep functional expertise in HR, Payroll, Time & Attendance, Advanced Scheduling, Recruiting, Benefits, and Employee Self-Service.
• Data conversion validation experience for HCM/payroll master data (position control, employee master, accruals, deductions, retirement tables).
• Testing strategy and parallel payroll validation experience.
• Strong written and verbal communication; ability to produce executive-level project reports.
• Experience holding vendors accountable to scope, schedule, deliverables, decisions, risks, and issues.

Preferred (Bonus)

• Tyler Munis / Enterprise ERP certifications.
• Prior Midwest or Nebraska public-sector engagement.
• PMP, CGFM, or similar governance credentials.
• Experience with Tyler Content Manager (TCM) or Project & Grant Accounting.

Engagement Details

Duration: Approximately 15 months (late October 2026 through post-go-live stabilization, currently targeted January 1, 2028), plus up to twelve (12) monthly option-term renewals.
Work Location: 100% Remote. Occasional remote attendance at Teams meetings as requested by the client's project manager.

Compensation

This opportunity is for a full-time, contract position with possible extensions and pay commensurate with experience up to $150 per hour or $312,000 per year.
