DESCRIPTION: This is technical services work in performing complex and responsible engineering duties in a variety of field and office engineering specialties. Supervision is exercised over subordinate technical personnel performing complex tasks. Work is performed under limited supervision.
REPRESENTATIVE TASKS: Drafts and coordinates development of plans for complex structural projects such as complex bridge, deck, and superstructure replacement projects and complex bridge widening or rehabilitation projects using computer-aided drafting software in order to develop and document projects. Designs and oversees complex highway projects, seeking cost-effective solutions in order to develop and complete projects. Prepares and writes complex utility, railroad specifications and agreements; and legal condemnation documents for acquisition of rights in order to provide documentation. Prepares and oversees complex computer generated proposals and plans in 3D in order to make public presentations. Researches and interprets legal documents, town records, and property ownership information in order to determine and draft ownership and right-of-way limits and rights for complex projects. Evaluates, defends and justifies lost boundary roadway layouts, complex wrought portion locations in order to resolve complex property ownership issues. Interprets and communicates the laws and regulations relating to right of way and property rights in order to provide information. Oversees and monitors complex construction projects in order to ensure projects are constructed and documented according to plans and specifications, and conform to engineering principals and established regulations, procedures and guidelines. Oversees complex field investigation tasks, and the operation and inspection of necessary equipment in order to ensure compliance with project specifications. Oversees complex engineering activities and projects in order to ensure completion of assigned tasks and that objectives and standards are met. Trains, mentors, coaches and evaluates skilled and semi-skilled technical personnel and delegates complex task assignments in order to accomplish assigned tasks. Generates work schedules in order to ensure that adequate equipment and personnel are available to support work requirements. Generates schedules, budgets, and cost estimates for complex transportation projects in order to ensures plans and assigned tasks meet schedules and conform to established procedures and guidelines. Assigns and supervises survey crews in designated geographic areas, including managing schedules and budgets in order to ensure timely delivery of all surveys in the regional programs. Directs one or more survey crews on intricate surveys, and makes field decisions in order to complete assigned project on time and within budget. Computes geodetic survey problems in order to convert geographic positions to plane coordinates. Develops and maintains computerized information systems in order to maintain data. Communicates technical information to technical and semi-skilled personnel, other Programs, Bureaus and external customers. Responds directly to the public by providing accurate and complete information to requests for complex information. Develops State and/or Municipal agreements pertaining to transportation projects and approves, tracks and/or negotiates bills and payments to internal and external customers in order to meet contract requirements. Assists in securing funding and managing financial system in order to provide for appropriate cash flow/accountability. Interprets Federal, State and Local guidelines in order to establish and/or administer specific programs. Enforces Federal, State and Local guidelines, departmental safety policies, and vendor recommendations for the safe use of equipment and assists in developing policies related to safe working conditions and improving methods in order to comply with regulations and accomplish work tasks. Assists in policy development and process improvements and interprets in order to assist with compliance of established policies.
