Cherry Bekaert Recruiting & Staffing is partnering with a highly respected, mission-driven research and technology organization seeking a Senior Subcontracts & Procurement Manager to join its growing team in Fairfax, VA.
This is a high-impact individual contributor role supporting sophisticated R&D, engineering, hardware, and software development programs serving government and commercial customers. The ideal candidate will be a subject matter expert in federal procurement compliance, subcontract administration, and CPSR readiness while helping drive operational excellence across the organization. Based on the provided job description, the role focuses on FAR/DFARS compliance, procurement governance, CPSR support, and process improvement initiatives.
Responsibilities
- Manage the full lifecycle of subcontracting and procurement activities, including solicitation, competition, negotiations, award, and administration.
- Support cost-reimbursable, T&M, and fixed-price contract environments.
- Lead procurement governance efforts and ensure compliance with FAR, DFARS, and related regulations.
- Draft, review, and negotiate subcontract agreements, purchase orders, NDAs, teaming agreements, and modifications.
- Support CPSR preparation, maintenance activities, internal audits, and corrective action implementation.
- Develop and maintain procurement policies, procedures, templates, and process documentation.
- Conduct detailed compliance reviews and cost/price analysis assessments.
- Partner with engineering, finance, legal, business development, and program teams on procurement strategies and proposal support.
- Lead process improvement initiatives that increase efficiency and reduce compliance risk.
- Monitor regulatory changes and provide guidance to stakeholders regarding procurement best practices.
Qualifications
- Bachelor's degree in Business, Supply Chain, Contracts, or related field; equivalent experience considered.
- 12+ years of subcontracting and procurement experience supporting U.S. Government contracts.
- Deep expertise with FAR, DFARS, CPSR requirements, and federal procurement regulations.
- Extensive hands-on experience utilizing Deltek Costpoint procurement modules.
- Proven success developing procurement policies, procedures, and compliance documentation.
- Strong experience with cost/price analysis, source selection, and procurement audits.
- Excellent communication, negotiation, and stakeholder management skills.
- Ability to influence and lead process improvements without direct supervisory responsibility.
Preferred Qualifications
- CPSM, CFCM, CPCM, or similar certification.
- Experience supporting R&D, IR&D, engineering, or prototype development programs.
- Prior experience within a mid-to-large government contracting environment.
